Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1 billion children and the prevention of more than 16.2 million future deaths.

The Vaccine Forecast and Grant Operations Team contributes to Gavi’s strategy by providing high-quality forecasting and planning support to inform decisions on vaccine doses, and then efficiently executes relevant decisions in grants. The team has three areas of focus: macro strategic vaccine forecasting, individual country demand planning, and the operations required to translate vaccine dose approval decisions into grants.

THE ROLE

Please note this is a temporary role, until 31st December 2025.

The role is responsible for supporting the C19 vaccine programme, with specific focus on the C-19 allocation & matching process. The key activities include the coordination of country allocations and donor dose sharing updates in collaboration with Alliance Partners, the support of C-19 data monitoring and analytics on deliveries, stock and consumption vs countries approved C19 vaccine programs and the development of an allocation strategy as input to PPPR – Pandemic Prevention, Preparedness and Response.

Main Duties/Responsibilities
C19 Dose Sharing and Allocation Focal Point

  • Act as the primary Gavi liaison person with regards to the UNICEF-led C19 allocation / matching process. Maintain a strong overview over the process, anticipating and identifying risks and bottlenecks;
  • Act as the connection between UNICEF’s allocation /matching process and Resource Mobilisation regarding donated doses, maintaining both entities informed of relevant processes and challenges in implementing them;
  • Coordinate sign offs and process with countries to ensure that Gavi is able to complete its documentation with the donors to accept doses and record the donation receipt and delivery;
  • Support the application and HLRP process in 2024 in view of allocations for 2025.

C 19 Dose sharing and Allocation Data analysis, interpretation and reporting (incl. for internal, external, governance meetings)

  • Ensue visibility of and access to C19 allocation and matching data for Gavi;
  • Ensure visibility of an access to donor dose sharing information on offers and acceptances including both vaccines and other items;
  • Analysis & reporting of allocations & deliveries vs 2024 Approvals.

Pandemic Prevention, Preparedness, and Response (PPPR)

  • Support development of allocation strategy as input to PPPR; incl. learnings from COVAX;
  • Onboard additional team members (tbc) in the event of a future outbreak.

VFGO Focal Point for MICs countries

  • C-19 Demand Planning Collaboration & Communication with MICs Country Team (AMC 37):

o Strengthen relationship, collaboration, and communication with Country Facing Team for MICs; support C-19 demand integration into routine immunisations and health systems;
o Own regular updates of C-19 demand data reporting, data analysis, output graphs for MICs;
o Manage C19 “adjustment process” with MICs countries;
o Lead forecast validation incl. comparison of top-down vs dose applications and approved doses for 2025.

  • Support forecasting of Core Vaccines for MICs segment:

o Support the development of MICs forecasting strategy and vax level forecasting to assess requirements in MICs e.g. HPV, Penta, Rota etc.;
o Support MICs countries & country team in routine forecasting and grant processing (IPV).

Work Experience
  • At least 3-5 years professional experience in supply and demand planning roles within pharmaceutical (vaccine preferred), global/public/social health, or FMCG sectors;
  • Experience leading quantitative analyses or other applied data intensive projects in a public health, supply chain management, or financial context;
  • Familiarity with international or public sector organisations is preferred;
  • Demonstrated excellent stakeholder management and communication across various functions, sectors.

Skills/Competencies
  • Experience in developing and executing complex projects in a planning or forecasting context;
  • Exceptional written and verbal communication skills; with demonstrated ability to deliver high quality work independently within tight deadlines;
  • Database or data science programming skills using languages such as SQL, PL/SQL, Python or R;
  • Excellent analytical and problem-solving skills; a logical thinker with intellectual curiosity and the ability to think strategically, as well as delve into operational details;
  • Effective relationship-building skills both within and outside the organisation;
  • Ability to influence and work with diverse stakeholders;
  • Excellent interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds;
  • Ability to work successfully and flexibly in a fast-paced international, multi-partner environment.

Languages
  • Advanced English is required;
  • French is desirable.

Academic Qualifications
  • Degree in quantitative disciplines related to public health, economics, finance, or a related science or engineering field.
