This position is located in the Science and Technical Assistance Branch of the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, in Geneva. Under the overall supervision and guidance of the Chief of Branch, the incumbent has the following responsibilities:

  • Develops, implements and evaluates assigned programmes/projects, monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Leads and coordinates the work of scientific and technical bodies of the conventions and organize, prepare, or supervise the development of, scientific papers, reports and analyses.
  • Coordinates and participates in the organization of meetings of the Conference of the Parties (COPs), their subsidiary bodies and other meetings; provides substantive input through the preparation of documents, presentations and other activities; coordinating inter-sessional work of the COPs and their subsidiary bodies, including follow-up on decisions and related actions.
  • Performs consulting assignments, in collaboration with the client, by planning consultative meetings, workshops, or through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Provides expert advice on programmatic and policy issues, on technical assistance and coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluations or other research activities and studies.
  • Gathers information from stakeholders; reviews, analyzes and interprets responses, identifies problems/issues/needs and prepares conclusions and recommendations.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Initiates and coordinates outreach activities; conducts capacity building and training workshops, seminars, makes presentations on assigned topics/activities; and provides guidance to experts and consultants.
  • Leads and/or participates in missions, including provision of guidance to external consultants, government officials and other partners and drafting mission summaries.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress and final reports, financial statements, and prepares related documents/reports (pledging, work programme, programme budget.
  • Coordinates and integrates work of the unit with other units and with other United Nations agencies, NGOs, international scientific organizations and other partners; establishes and maintains cooperation and linkage with partners.
  • Provides guidance to programme and project managers on project design and formulation; organizes and conducts working sessions with managers and staff.
  • Performs other related duties as required.
