The Associate HR Business Partner (AHRBP) will support assigned HRBP team members in ensuring that managers and staff receive seamless, high quality, value adding HR services that support business operations while ensuring fair and consistent treatment of staff.

They support the implementation of the organization’s people strategy and advises managers on all employee-related matters and processes such as performance & talent management, workforce planning, employee relations, grievances, disciplinary actions, resourcing and compensation. They are also responsible for implementing human resource policies and programs in a consistent and fair way.

Under the direction of HR Business Partner, they are responsible to support the HRBPs with the implementation of the People Strategy and to oversee the implementation of people plans at a Department level.

The Associate HRBP is the key liaison for Managers and staff and consults with them on HR issues. They apply sound knowledge of HR to meet the needs and requirements of the business areas and escalate to the HRBP and Manager, HR Business Partnering when needed. Functional responsibilities include the areas of compensation determination, employee development, HR planning, resourcing, employee relations, employee engagement, wellness, recognition and HR policy and procedure application compliance and change management.
Key Responsibilities
Under the direction of the HRBP and in very close collaboration with HRBPs, they will:
  • Provide effective HR consulting and advisory, including bringing in other expertise and services from within and outside the HR function, as needed;
  • Advise and council managers and staff members, where needed;
  • Understand the strategic business plans, issues and challenges of the business areas, and their HR implications and ensure timely and appropriate HR solutions are implemented to meet anticipated challenges;
  • Facilitate and support excellence in human resources management by providing ongoing HR advice to managers and staff on timely HR solutions, policies and practices objectively, with highest integrity, and based on best professional practices;
  • Work closely with the Workforce Planning and Analytics functions, support and advise on development and implementation of effective staffing plans, that are agile and relevant to meeting the business objectives of the Divisions and Departments. Use HR analytics effectively;
  • Support implementation of change and facilitate agility in the Divisions and Departments in a changing business environment using organizational development, change management and team building methods and techniques;
  • Coach and guide managers in good people management practices;
  • Advise staff on professional development and career management issues;
  • Provide informal mediation and reorient relationships to reach a mutual settlement using effective conflict resolution processes and techniques. Support conflict between managers and employees ensuring impartiality and a non-biased approach. Facilitate timely resolution of work place conflicts at the lowest possible level;
  • Communicate policies and procedures to employees and managers. Enforce standard HR policies and procedures. Prepare for different situations so can quickly respond to employee and manager needs;
  • Encourage managers to make talent decisions that support diversity goals and equal and fair treatment and opportunity. Facilitates an open and equitable environment.
  • Departments and Teams: Support the Manager HR Business Partnering with coordination of HRBP meetings, operational HRBP activity such as SharePoint / MS Teams management, continuous improvement logs and keeps track of HRBP actions
As a member of the HRBP Team, the Associate HR Business Partner will:
  • Support the design and roll out of the HRBP workplan
  • Foster and environment of collaboration and inclusion amongst the HRBP team
  • Support the Manager, HR Business Partnering on related matters
  • Demonstrate a high degree of confidentiality, integrity, and professionalism at all times
As a member of the larger HR Team, the Associate HR Business Partner will:
  • Demonstrate a high level of confidentiality, integrity and professionalism at all times;
  • Ensure excellent collaboration with colleagues in the HR Department and beyond;
  • Contribute to developing a culture that emphasizes proactivity, quality, continuous improvement, and high performance;
  • Contribute to achieving the HR Departments goals; and
  • Undertake any other duties as directed by the Sr HR Business Partner.
Subject to change by the Executive Director at any time at their sole discretion.
Qualifications
Essential:
  • Bachelor’s degree or equivalent in Human Resources Management, Organizational Development, Finance and Business administration, Public Sector Administration, or related disciplines or equivalent combination of education and experience.
Desirable:
  • Master’s degree or equivalent in Human Resources Management, Organizational Development, Finance and Business administration, Public Sector Administration, or related disciplines.
  • Mediation certification
  • Workforce planning certification
  • Coaching accreditation
Experience
Essential:
  • Demonstrated mastery of human resources, organizational development and change management theories, methods, processes and best practices:
  • Demonstrated experience of HR processes, such as performance and talent management, rewards and employee relations;
  • Proven ability in working effectively with stakeholders;
  • Track record of results in applying human resources skills on improving business performance;
  • Demonstrated planning capabilities;
  • Proven consulting and process facilitation skills;
  • Project and change management experience;
  • Demonstrated strong team work skills in working across organizational Divisions and Departments in a supportive and collaborative manner.
Desirable:
  • At least 5 - 7 years of relevant and progressive HRBP experience
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
