The Access to Funding Department (A2F) oversees and manages all the processes through which country and multicountry applicants apply for funding at the Secretariat level and ensures streamlined approaches and support for implementers and country teams. Over 2021/2022 A2F will be refining the differentiated application process. Outputs include revised application process, revised application materials and revised review modalities.

This Associate Specialist role is to work proactively to consult with internal and external stakeholders to deliver the revised application materials and ensure efficient and effective processing of funding in the next allocation cycle, simplifying and differentiating where possible. This Associate Specialist will also be responsible for the project management of delivering tailored allocation letters for eligible portfolios. This work will be done under the supervision of a Manager in the department, and in close cooperation with other teams in the Secretariat.

The refined application process will be informed by the differentiated portfolio approach in Grant Management, lessons learned from the 2020-2022 funding cycle, policies around Challenging Operating Environments, Sustainability, Transition & Co-financing, and the Allocation methodology overall.

The deliverables require consultation and interaction across diverse teams within the Global Fund and with key external stakeholders, and are required to be performed under tight deadlines.

This role is highly experienced and is responsible for delivery of technical and professional activities within defined parameters, under clear deadlines. It is focused on providing professional output and accountable for meeting set targets/deliverables.

Key Responsibilities

Core Deliverables:

  • In collaboration with the Manager and other team members, coordinates the refined application process project. Develop and update project plan periodically and monitor progress of diverse contributors across the department (A2F policies and guidelines, review and approval modalities, renewed tools, systems, communication and training materials).
  • Coordinates the development and delivery of all application material templates and core documents. This includes ownership for multiple differentiated funding applications and instructions, as well as coordination of the timely delivery for all key annexes owned by different business units. First drafts due Jan 2022.
  • Coordinates expert input on the materials in order to optimize final applications. Coordinate inputs from relevant Secretariat teams, technical partners, civil society partners, implementers and the TRP. Final versions of application templates and core documents by end June 2022, incorporating any Strategy Committee or Board decisions made in early 2022.
  • Coordinates the development and delivery of tailored allocation letters for all eligible portfolios by Dec 2022, ensuring relevant input, approvals and signoffs for content and final versions.
  • Contributes to the development of change coordination materials for the Secretariat and applicant guidance materials for each version of the funding application.
  • Contributes to related updates of the A2F business processes and modules in GOS, in collaboration with the A2F and Operational Efficiency teams.

Other areas of contribution:

  • Contributes as appropriate to the development and implementation of operational policy as it pertains to the application management process and collaborate with the Communications team to communicate timely, current information related to such policy.
  • Proactively engages in Secretariat change coordination by influencing/guiding on key issues which arise from the CTs, as they approach country dialogue and the application and approval cycle.
  • Supports the explanation of new and/or revised application documentation to external stakeholders, including:
  • Preparing and delivering presentations on differentiated country dialogue, funding application development and review process to partners and applicants
  • Initiating and managing internal processes to obtain cross-Secretariat input into such presentations
  • Provides support for any Access to Funding reporting for relevant Board Committees.
  • Contribute to the development and implementation of automated systems for organizing large volume of application-related documentation and retrieving information for key process steps.

Qualifications

Essential:

  • University degree in public health, business administration, economics, international / public affairs (including social science/politics), other relevant discipline.

Desirable:

  • An advanced University degree (Master’s degree or equivalent) in public health, economics, business, international / public affairs, or any relevant discipline; or an equivalent combination of academic/professional qualifications and experience.

Experience

Essential:

  • Excellent (proven) ability to work as part of a team to meet targets or deadlines within given timeframe
  • Experience in a program or project officer role, preferably in an international and/or development setting which involves regular contact with multi-disciplinary teams
  • A record of professional experience in the preparation of high-quality documentation for key stakeholder groups, including Board, committees, senior management, and beneficiaries of services
  • Excellent (proven) project coordination experience: demonstrated ability to plan, organize and coordinate tasks and deliverables; strong ability to handle multiple tasks and recognize priorities, working within tight deadlines.

Desirable:

  • 2-5 years’ experience in a program or project officer role, preferably in an international and/or development setting which involves regular contact with multi-disciplinary teams
  • Experience as a Program Officer in a Global Fund country team that has supported applicants through the funding request development and review experience
  • Developing country work experience
  • Quantitative data analysis at an advanced level

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of Spanish would be an asset.

  • Excellent Communicator: Exceptional writer who is able to concisely and clearly explain complex concepts. Able to pull out the key concepts or ideas that are most important for people to understand. Self-corrects work to deliver high quality initial output that needs few corrections.
