OBJECTIVES OF THE PROGRAMME


PMNCH is a global health partnership of international organizations, government agencies, non-governmental organizations, youth-led organizations, partner countries, donors and foundations, private sector, health care professional organizations and academic, research and training institutions ("Partners") who have a shared interest in, and commitment to, the achievement of the Global Strategy 2016-2030 for Women’s, Children’s and Adolescents’ Health and Well-being, including the related Sustainable Development Goals (SDGs), and are willing to be committed to short and long-term measures to achieve them through the Partnership’s five-year Strategy. PMNCH has increased its membership to ten constituencies with a total of over 1400 members.


DESCRIPTION OF DUTIES


1. Leads partners in preparing the PMNCH Strategy, workplans and budgets, and is responsible for suggesting revisions to the Strategy, and, after consultation, presenting them for approval by the Board.

2. Stimulates and inspires partners’ inputs to implement agreed priority action areas with focus on ensuring optimal cross-constituency coordination, innovation and achievement of results.

3. Decides key Partnership events, in-line with the Board and Executive Committee-approved strategy, priorities, workplan and budget.

4. Ensures high quality of all Partnership activities and products, as well as transparency of management processes and communications.

5. Works with the Board Chair and Executive Committee in facilitating and promoting the work of the Partnership in discussions and events at global level, including discussions with high-level government officials, policy makers and partners.

6. Acts as the lead spokesperson in advocating for the Partnership through presentations and published articles, and represents the Partnership at selected inter-agency, international, regional and national meetings.

7. Works closely with Board members and members of the Executive Committee, develops and leads the implementation of a fundraising strategy for the Partnership.

8. Creates, manages and nurtures relationships with donors, and other strategic partners to identify common interests and develop memoranda of understanding, grant agreements or other agreements in order to support the goals of the Partnership as approved by the Board.

9. Reports to the Board on financial management (including oversight of timely disbursement and use of donor funds). Prepares six-monthly progress reports on implementation of workplans and budgets. Supports the standing, time-limited and ad-hoc structures and mechanisms within the Partnership.

10. Creates and constantly maintains and monitors an organizational structure in the Secretariat, a staffing plan to meet the goals and objectives of the Partnership, in accordance with the approved workplan, and manages the Secretariat, staff recruitment and appraisals on a day-to-day basis.

11. Represents PMNCH with the host organization in relation to the Memorandum of Understanding, finance, human resources and facilities.

12. Designs the internal and external communications across the Partnership structure, including WHO, and ensures regular and productive meetings of the partners and stakeholders.


REQUIRED QUALIFICATIONS


Education


Essential: Advanced University degree in health-related field or social sciences.

Desirable: Postgraduate degree in a relevant area.


Experience


Essential:

  • At least 15 years of relevant experience, including 5 years of experience at a senior management position, and 10 years of experience at the international level, coordinating and/or working with relevant stakeholders and constituencies (e.g.national governments, donors, international organizations, non-governmental organizations, the private sector and professional and academic bodies).
  • Extensive experience in a) advocacy and accountability to drive change; b) addressing implementation challenges at country level; and c) partnerships and resource mobilization.


Desirable:

  • Previous experience working in partnerships and substantial knowledge of PMNCH.
  • Knowledge of WHO administrative processes.


Skills

  • Demonstrated leadership and team management skills in international and multicultural setting with sensitivity and respect for diversity.
  • Demonstrated ability to focus and direct efforts of individuals and teams in the global health field to achieve the common objective of improving women, newborn, child and adolescent health and well-being.
  • Excellent interpersonal and communications skills.
  • Sound knowledge of the Partnership’s mandate and knowledge of how to translate decisions and strategies into action.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 117,280 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 8288 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
