I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation dedicated to providing expert medical relief to vulnerable populations at times of conflict or disaster. In over 80 countries worldwide, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities.

MSF’s aim to provide impartial assistance, on the basis of need alone, regardless of ethnic origin, gender, creed or political affiliation. To maintain its independence from political interference, MSF relies on donations from individuals around the world for at least 50 percent of its income. This private funding gives MSF the freedom to respond to the greatest needs as fast as possible.

MSF International is the legal entity that binds MSF’s 19 sections, 25 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF movement, and implements international projects and initiatives as requested.

II. POSITION BACKGROUND

MSF recruits internationally mobile staff from >160 countries worldwide, working for five Operational Centres in 80 mission countries. Whilst these staff are contracted in 19 different Contracting Sections (depending on their country of domicile primarily) all are remunerated based on an internationally agreed compensation & benefits policy and framework call the International Remuneration Project (IRP). Approximately 50% of mobile staff are recruited from countries where MSF does not have a contracting section. These staff are, in most cases, contracted by the OC they are working for and are for administrative purposes known as “Non-Contracting Section Residents” or “NCRs”. This means that they change contracting section every time they change OC, whereas to internationally mobile staff who have a domicile in a country where there is a contracting section are contracted by that section regardless of OC they work for. Because of differences in remuneration and benefits policies to take account of legal and regulatory contexts, there are inevitably differences in pay and benefits between OCs, which impact on continuity for NCRs.

These differences and difficulties with contracting NCRs led the International Platform of HR Directors (IDRH) to prioritise developing a contracting solution. At the end 2018 the launch of a feasibility study was validated, and budget secured via the International Office (IO) HR Coordination. Under the sponsorship of the IDRH and the supervision of a Steering Committee, the project team has developed a business case for the International Contracting Office (ICO), which was validated in July 2021.

The current phase of the project is the construction phase, which includes the set-up of the MSF ICO operating model. This phase should be complete at the end of the end of 2022, after which the implementation phase will begin with a phased roll-out.

III. PLACE IN THE ORGANISATION

The MSF ICO HR Team leader is administratively managed by the International Office (IO) and reports hierarchically & functionally to the ICO manager. The MSF ICO HR Team Leader works in close collaboration with the HRIS Project Manager and other HR stakeholders.

IV. MAIN PURPOSE

The position has responsibility for coordinating the definition and development of the MSF ICO operating model during 2022 to ensure the phased roll-out in 2023.

Once the phased roll-out is concluded, the HR Team Leader will strive for Operational Excellence within the service delivery model with a strong customer focus; constantly looking for opportunities and actions to improve HR services to all MSF ICO contracted staff, processes, structures and procedures.

The HR Team Leader will be responsible to ensure that administrative management of the ICO complies with the Swiss labour law and the MSF international policies.

The position is in development and responsibilities and activities will crystallise along the way.

V. Accountabilities & Deliverables
  • Contribute to the completion of the design, construction and roll-out of the MSF ICO in line with approved Business case.
  • Develop the operating model of the ICO, with the input of technical specialists as required and in close collaboration with the HRIS project manager.
  • Develop robust ICO administration and contracting processes, ensuring optimal integration with the MSF ICO HRIS and other departments (Finance/IT), in order to meet the Business case goals with efficiency.
  • In collaboration with the MSF ICO manager, design the staffing structure and recruit the MSF HR admin team for the roll-out phase.
  • In collaboration with key stakeholders in OCs, develop the performance reporting system and key performance indicators.
  • Ensure that systems and processes are in place to provide accurate information and data management in accordance with GDPR and Swiss data protection laws.
  • Undertake the preparations for the roll-out including training of HR administrators and testing.
  • Provide progress reports and documentation to ensure validation at key decision points.
  • Work closely on other related activities as agreed with the ICO manager.
  • Ensure operational excellence of the ICO
  • Line manages, coaches, develops and motivates the IC HR admin team distributed in different locations and manages performance and absence.
  • Plans the activities and coordinates the workload relating to the HR Admin team and informs the ICO manager on the progress;
  • Ensures that all questions by MSF employees are answered accurately and in a timely manner and recommends corrective solutions to address employee and/or customer issues where relevant;
  • Gives advice to the MSF ICO Manager regarding potential risks; including compliance on all GPDR related matters for data privacy and document management;
  • Acts as first point of escalation for particular cases within the expertise domain of the HR Admin team;
  • Supervises and coordinates the execution of personnel and salary administration including cross administration and the international procedures between the different MSF sections;
  • Monitors and manages interactions with all external parties with which MSF ICO has a relationship to enable execution of the labour contracts. This may include both contractual and non-contractual parties.
  • Is the focal point with external account managers from our providers on pension or insurance matters to prepare contracts and to safeguard service levels, proper data transfer and invoicing.
  • Collaborates with the IAM platform on administrative matters
  • >5 years experience as Head of administration or equivalent function. Experience in setting up an HR administration department will be valued.
  • Knowledge of MSF HR admin policies & processes, including payroll
  • Strong staff management skills and ability to manage a geographically distributed team.
  • Ability to work independently with minimal supervision
  • Understanding international platform functioning and ability to navigate this
  • Excellent critical thinking and problem-solving capacity
  • Excellent planning and organizational skills
  • Knowledge of Swiss employment law is an asset
  • Good inter-personal and communication skills
  • Pragmatic, rigorous.
  • English essential. French desirable.
