BACKGROUND
The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade
Organization for trade-related technical cooperation in developing countries.

The Division of Country Programmes (DCP) is responsible for defining the ITC strategy and coordinating
all interventions, either for individual countries or at the sub-regional and regional levels.

The Office for Latin America and the Caribbean (OLAC), as geographical sections of the Division of Country
Programmes (DCP), are responsible for defining the ITC strategy and coordinating all interventions in the
regions, either for individual countries or at the sub-regional and regional levels.

ITC is currently implementing the United Kingdom Trade Partnership Programme (UKTP) with the funding
support from the Foreign, Commonwealth and Development Office (FCDO). The project aims to increase
trade from African, Caribbean and Pacific countries (ACP), to the United Kingdom and the European Union
by taking advantage of the Economic Partnership Agreements (EPAs).

In the Caribbean region, the project achieve its objective by delivering two components:
  • At regional level, across CARIFORUM countries: Increase awareness of firms and institutions on
how to use EPA preferences and the potential benefits
  • At national level in selected pilot countries and sectors: build the ability of targeted firms/products

to export to UK/EU market

The two main results that the project shall produce and document through the delivery of the outputs
include:

  • Export sales from targeted firms to the UK/EU market1
  • Jobs created or maintained as a result of the sales to the UK/EU market

The project focuses on two sectors: specialty food and creative industries (film and music).

FUNCTIONS
Under the direct supervision of the Trade Promotion Officer, OLAC of the UKTP in CARIFORUM the
Associate Programme Officer will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation and evaluation of assigned
programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development
and implementation; reviews relevant documents and reports; identifies problems and issues to be
addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks
follow-up actions.

  • Carries out basic research on selected aspects of programmes, operations and other activities, etc., to
include collecting, analyzing and presenting statistical data and other information gathered from diverse
sources.
  • Provides substantive support for policy coordination and evaluation functions, including the review and
analysis of emerging issues and trends, participation in evaluations or research activities and studies.
  • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating
workshops and individual counselling sessions for film and music companies, through other interactive
sessions and assisting in developing the action plan the client will use to manage the change.
  • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools,
reviews, analyzes and interprets responses, updates beneficiaries’ databases, identifies the main
results achieved related to the project indicators and prepares preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes,
sections of reports and studies, inputs to publications, articles and success stories, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences and
industry business events related to film and music industry, etc., to include proposing agenda topics,
identifying and proposed participants, preparation of background documents and presentations,
handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.;
participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data
collection, etc.
  • Organizes market linkages related activities and preparation of related cost estimates Performs other
duties as required.

Provides well researched and sound analysis of issues and developments affecting programme/project
development, administration and implementation, etc. Provides thorough, well reasoned written
contributions. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned
parties internally and externally.Timely organization of participation of companies in selected industry
events. Monitoring systems created or updated, collection of results completed, reports edited or/and
elaborated. Contents for visibility actions and promotional material developed

RECRUITMENT QUALIFICATIONS
Minimum education and qualifications (level and field of study)
Advanced university degree in business administration, management, economics or a related field.

Note: A first-level university degree in business administration, management, economics or a related field
in combination with an additional two years of qualifying relevant professional experience may be accepted
in lieu of the advanced university degree.

Minimum experience (nature, length and field of experience)
A minimum of two (2) years of relevant professional experience in project or programme management,
administration or related area. Previous experience of work with UN agencies. Experience working on
trade promotion projects would be an asset. Experience working in private sector development is an asset.

Minimum language requirement
Advanced knowledge of English. Intermediate knowledge of Spanish is an advantage.
