Background


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 100 civil society organizations and is present in 12 countries or group of countries.

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. The Secretariat’s mandate is also to liaise with the Multi-partner trust fund Office on financial management. Finally, the Secretariat is also responsible for the WPHF Rapid Response Window (RRW) on women’s participation in peace processes, the WPHF Women Human Rights Defenders Window (WHRD Window), and the WPHF Global Learning Hub (L-Hub).

Under the overall supervision of the Head of the WPHF Secretariat – Policy Specialist, Peace and Security and Humanitarian section and with reporting to the Programme Associate of WPHF Secretariat on the day to day management, the Programme Assistant works with and provides support to the WPHF Secretariat global team for the effective implementation of programs consistent with UN Women rules and regulations. The Programme assistant works in close collaboration with the operations, programme and projects’ staff in UN Women Peace Security and Humanitarian Team in Geneva and HQs as required for resolving complex finance-related issues and exchange of information.




Duties and Responsibilities


Provide administrative and logistical support to the management of the WPHF Rapid Response Window (RRW) and Women Human Rights Defenders (WHRD) Window

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
  • Identify sources, and gather and compile data and information for the preparation of documents in collaboration with the WPHF Secretariat team.

Provide administrative support to the financial management of the RRW, WHRD window and overall WPHF secretariat

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects;
  • Support the RRW and WHRD window coordinators in conducting capacity assessment, selection of INGOs, establishment and management of Partners agreement in PGAMS.
  • Receive and review FACE forms and liaise with program colleagues and responsible partners to complete quarterly reporting, ensure expenditures are properly recorded in Atlas, and follow-up on requests for disbursement;
  • Prepare non-PO vouchers for development projects;
  • Create requisitions in Atlas for development projects.

Provide administrative support to the WPHF RRW and WHRD Funding Window

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, missions, and direct support projects;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Organize and coordinate filing of documents; maintain mailing lists.

Facilitation of knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience


Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

Experience:

  • At least 5 years of progressively responsible experience in administrative or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS or other ERP financial system is a requirement;
  • Experience in supporting a team is an asset.
  • Experience working UN system is an asset

Language requirements:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
