OBJECTIVES OF THE PROGRAMME

The Department of Noncommunicable Diseases (NCD) is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The Department also leads WHO’s work on disability. The Department provides overall coordination and brings together the work on NCD prevention, control and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The Department supports the collection, analysis, and dissemination of country-level NCD data and information to inform and improve public health policy. The Department assists and supports regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The Department also ensure linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile.


DESCRIPTION OF DUTIES

  • Contribute to the effective and efficient governance of the SMR Unit, manage human and other resources allocated to projects under the control of the incumbent.
  • Lead the development of norms and standards and related implementation tools in the area of population based NCD surveillance, including household and settings specific surveys of NCDs and risk factors.
  • Develop NCD specific implementation tools for NCDs and risk factor surveillance at population-level.
  • Provide technical leadership by coordinating with WHO regional and country offices to implement the WHO supported STEPS adult household surveys, the Global School Based Student Health Surveys, the Global School Health Policies and Practices Surveys and the Global Tobacco Surveillance System (GTSS) surveys.
  • Manage population-based surveillance operations through planning and implementing all NCD relevant household and school-based surveys, in collaboration with regional and country offices, as well as with external partners.
  • Contribute to the development of WHO policy positions and normative products in the above areas of work.
  • Provide leadership in resource mobilization, proposal development, ethical and contract review, and payment processes for large-scale NCD population-based surveillance at regional, country and sub-national levels.
  • Develop/maintain a network of related expertise with key external stakeholders to ensure a common understanding of norms standards and agenda on strengthening population-based surveillance and monitoring of NCDs and risk factors, including those at country level.
  • Work with the technical network towards a rationalization and development of NCD population-based surveillance tools.
  • Perform other related duties, as assigned by Unit Head, SMR.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in epidemiology, social sciences, medicine, public health, biostatistics.
Desirable: Training in field level epidemiology.


Experience

Essential:

  • At least seven years’ experience working in epidemiology or epidemiological surveillance systems related to noncommunicable diseases at the national or international level, with at least three years at the international level.
  • Practical experience in low and middle-income countries focusing on the design, development and implementation of national noncommunicable diseases surveillance systems and population-based surveys.
  • Experience managing logistics of survey implementation and conducting population-based epidemiological field work.Scientific publications in the field of NCD related epidemiology in peer-reviewed journals.

Desirable:

  • Knowledge of data entry and analysis packages commonly used for survey data management, analysis and reporting.
  • Experience in delivering training and technical support to countries related to NCD surveillance.
  • Experience and proficiency in working with government and other partners in an effective and culturally competent manner.

Skills

  • Knowledge of epidemiology, social sciences, biostatistics or related subject.
  • Knowledge and technical expertise in population-based NCD surveillance, particularly household and settings-based surveys, and evidence-based public health approaches to prevent and control NCDs.
  • Up-to-date knowledge of the latest trends and approaches with respect to population-based NCD surveillance.
  • Keen and solution-oriented, demonstrated analytical and project management skills.
  • Knowledge of one or more statistical analysis software packages, such as R, STATA, SAS or Epi Info.
  • Enthusiastic approach to collaborative inquiry with a focus on tangible solutions.
  • Proven ability to communicate credibly within peer community and explain technical and statistical issues and advocate for the Organization’s role in the NCD surveillance field.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4952 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
