About the Organisation:

In situations of armed conflict and violence, Geneva Call (GC), as a neutral, impartial and independent international humanitarian organisation, endeavours to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection.

GC is currently focusing its efforts the following thematic areas under the umbrella of international humanitarian norms – banning the use of anti-personnel mines, protecting children and education, prohibiting sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage and the protection of health care – all in the context of armed conflict and violence.

Mission:In Eurasia, Geneva Call leads humanitarian engagement in Afghanistan, Myanmar, Pakistan, South Caucasus, The Philippines, Thailand and Ukraine as a means to prevent the negative impact of armed conflict on civilian protection.

Role: To support the implementation of Geneva Call Eurasia’s operations by providing legal and policy y expertise on issues related to international humanitarian law (IHL) and international human rights law (IHRL). She/he will also contribute to the development of Geneva Call’s policies and guidance related to Operations and supports continuous learning and staff development upon request of the Head of Region

The Regional Legal and Policy Coordinator is under the supervision of the Eurasia Head of Region and works from the office in Kiev where from he/she will travel within the region.

Political, security and legal knowledge development

  • Supports continuous learning within the Eurasia unit on IHL/IHRL and humanitarian engagement through in country and remote trainings;
  • Supports humanitarian norms dissemination activities directed at specific audiences;
  • Ensures the proper flow of information on policy and legal issues within the Unit, including information coming from other regions and Units;
  • Conducts legal research and produce internal memos and guidelines;
  • Informs the region about major humanitarian policy developments that can impact Geneva Call’s intervention at country or regional level.

External representation and communication

  • Writes studies and articles for the Geneva Call website or journals;
  • Contributes to communications efforts/communication campaigns on different humanitarian issues;
  • Drafts presentations, talking points, and background notes for the HoR or other relevant Geneva Call staff;
  • Builds and maintains a strong national network of stakeholders connected to humanitarian affairs important for Geneva Call and if necessary, engage with them confidentially on legal and policy issues;
  • Represents Geneva Call in external fora and events and contributes to positioning Geneva Call as a reference organisation for humanitarian engagement with ANSAs.

Participate in the design and sept up of operations in Eurasia

  • Analyses the situation, advises, and provides guidance on the applicable national and international legal frameworks and norms in relation to Geneva Call’s operations, strategies, and plans of action to address identified protection issues;
  • Coordinate and consult with local lawyers on national laws in order to enable Geneva Call to operate in compliance with these;
  • Contribute to the design and development of technical donor proposals ensuring that they address humanitarian and legal issues of a concern to Geneva Call.

Additional functions

  • Manages the region’s interns who supports him/her to carry out a/m functional responsibilities.

Technical skills:

  • Strong analytical, writing, interpersonal, and research skills;
  • Strong diplomatic and representation skills;
  • Pedagogical know-how and communication skills with the ability to adapt to different audiences.

Languages:

  • Excellent English (written and oral);
  • A third language from the region is a plus.

Personal skills:

  • Ability to work independently and as part of a team;
  • Ability to work under pressure with short deadlines;
  • Sensitivity to/understanding of political and conflict dynamics;
  • Commitment to travel extensively and on short notice.

Education

An advanced university degree in a relevant field (IHL, International Human Rights Law, International Relations etc.).

Work experience:

Minimum 5 years of relevant professional experience, not limited to providing legal and policy advice, but also as a humanitarian practitioner working in conflict affected areas for a humanitarian organization
