My duties

  • The Screening and Intelligence Analyst is responsible for the intake, screening, and assessment of allegations received by OIG to inform appropriate response
  • The Screening and Intelligence Analyst conducts further analysis of allegations,relevant information and data collected from a variety of sources, to identify fraud and abuse risks, trends, and produce intelligence reports to aid OIG’s work
  • Screen allegations of fraud and abuse, human rights violations and sexual exploitation and abuse related to Global Fund funded programs
  • Assess the credibility, verifiability, and materiality of the allegations to inform OIG’s response
  • Actively engage with, including interviewing of, whistle-blowers, witnesses, and other internal and external stakeholders in a multi-cultural environment to obtain relevant information to assess allegations
  • Conduct Open Source Intelligence (OSINT)background research on entities related to allegations
  • Handle information and other intelligence as they are reported to the OIG and capture the information and input into bespoke case screening while maintaining the confidentiality of information and their sources in accordance with OIG policies
  • Prepare clear, concise, and high-quality screening and assessment, and Intelligence reports in line with OIG’s policies
  • Contribute to and conduct analysis of allegations to identify and report on patterns, trends, themes and risks of prohibited practices, to inform OIG and the Global Fund Secretariat
  • Contribute to OIG’s data analysis/analytics programs, including through data/information collection, classification, capture and use of advanced analytical methods and techniques
  • Directly participate in and provide necessary support for special projects and initiatives as assigned
My Qualifications

  • An advanced university degree in social sciences, or research field; or A first level university degree with a relevant combination of academic qualifications and experience in a related area
  • Formal credentials and certifications in the investigative field, such as Certified Fraud Examiner (CFE) or similar. Formal professional training from an accredited provider in investigations, such as interview
  • Experience as case intake/screening officer/ intelligence officer, and/or investigator. Experience working in an investigations or intelligence environment within international organizations, private sector, or public sector
  • Extensive analytical experience, including in assessing intelligence and evidence, evaluating risks of wrongdoing and root causes
  • Experience in data analysis, and the use of analysis software such as iBase, i2, Tableau or similar, for data management and visualizations
  • Experience in research and problem-solving, including with various research methodologies and sources, including electronic sources on the internet, intranet, and other databases
  • Expertise in applying open-source intelligence techniques, tools, and processes
  • Experience of working in sensitive environments and handling confidential sources, information, and processes or in a multi-cultural environment in a related field and experience in handling confidential sources, witnesses, and whistle-blowers
  • Use of quantitative and qualitative data/information to identify trends and provide insights
  • Experience of writing intelligence reports and briefs and familiarity with data analytics and related experience in human rights and/or sexual and/or harassment investigations is desired
