Job Summary

The Switzerland Offset Program Director and Site Executive is accountable for leading the Swiss Bodluv Patriot GR Offset and in-country responsibilities for the future RMD Switzerland office site location. The individual will lead startup, integration, and execution of the overall Offset Program through development of operational plans and strategies that will directly impact the overall performance results and long term strategic goals. Execution of strategies will be accomplished through brokered collaborative buy-in and teaming across functional and product line leadership. The role requires a high degree of responsibility and visibility serving as a primary interface to the customer, Swiss industry, and various government agencies coordinating across international resources and frequently influencing business decisions made by functional leadership. The individual will have P&L accountability for the Swiss offset program portfolio tightly coordinated with the US Foreign Military Sales (FMS) domestic program performance and milestones.

The role requires a strong ability to communicate effectively with senior executive leadership, conduct briefings regarding matters of significant importance to the organization, and will be required to support negotiations both internnaly and externally to broker stakeholder agreement to accept concepts and approaches.

The Offset leader will manage across multiple cross functional matrixed teams responsible for a range of previously proposed offset initiatives ranging from Swiss domestic manufacturing, regional strategic initiatives, and indirect offset project development and execution requiring planning, staffing, and coordinating across numerous supplier engagements to accomplish business results.

This individual should possess significant knowledge of the Patriot product line, extensive experience with Direct Commercial Sale (DCS) and Foreign Military Sales (FMS) contracting, have an understanding of the ITAR and Raytheon internal Offset Directives (GCP-44 and D0036) and Swiss offset policy guidelines.

The role will initially be based in Massachusetts operating as part of an initial Procurement Preparation Phase (PPP) DCS contract which is anticipated in Q3 2021 and will transition to be forward deployed in Switzerland in conjunction with startup of the main Foreign Military Sales (FMS) Patriot program award valued in excess of $1 billion anticipated by early 2023.

Responsibilities
  • Establish and manage an effective and cooperative working relationship with executive levels of the proposed Swiss industry partners, as well as senior officials in the Swiss government and Swiss Armed Forces.
  • Manage offset requirements, customer requests, company policies and procedures, and Swiss supplier/partner engagements. These activities extend across a broad spectrum of program issues as well as product life-cycle, logistics, hardware fielding and sustainment topics in direct interactions with the Swiss customer (armasuisse).
  • Provide critical coordination with the PPP executing team (PMO, IPT, CPT), to ensure successful execution of the PPP contract and satisfaction of offset requirements.
  • Utilize strong and collaborative communication skills to engage cross-functional teams regarding program issues, team skills shortfalls, gaps and concerns and relay them to upper management to achieve program results.
  • Deliver an Offset plan to successfully execute all Offset objectives, drawing from experience across the enterprise and with an intimate understanding of the International Traffic and Arms Regulations (ITAR), industry export/import guidelines, and company policies/procedures.
  • Works with the Global Contracts and Offset Localization (GCOL) organization in Contracts to support business reporting, overall process and policy compliance.
  • The Switzerland Site Executive holds corporate responsibilities and accountabilities in the areas of facilities, security, EHS, communications and quality assurance.

Qualifications You Must Have
  • Bachelor’s degree in engineering, math, science, business management or a related discipline
  • 14+ years of business leadership experience in contracts, supply chain, program management or related field; including 5 + years of recent and continuous Program Management or Capture Management experience
  • PMX Level 4 Certification (or equivalent)
  • Defense industry experience or experience in bringing technology products to market in a heavily regulated industry with strong knowledge and understanding of direct and indirect offsets
  • Experience in negotiating contracts and/or offset agreements, including the formulation of a successful negotiation strategy and execution
  • Negotiation experience – Having been part of a contractual or Offset Agreement Negotiation team; Successful negotiation strategy formulation and execution
  • Intellectual Property – Keen understanding of intellectual property rights and attributes; Ability to establish partnerships across key stakeholders (i.e. contracts) to develop mutually agreeable terms, conditions and offset agreements.
  • A strong understanding of business and financial fundamentals, including general and specific financial metrics (e.g. bookings, sales, operating profit, and cash) and the processes associated with key program metrics such as: Integrated Master Schedule (IMS), and Earned Value (EV), practices to meet Estimate at Complete (EAC) requirements
  • Collaborative and influential decision maker with excellent communication skills; including the ability to direct and manage cross-functional teams to support internal and external goals.
  • Self-sufficient with living abroad and acclimating to local business norms and culture
  • Must be reliable, organized, flexible and detail oriented, including the ability to multi-task, address multiple issues and set priorities.
  • Strong business sense to proactively identify and resolve problems and issues quickly and efficiently; including the demonstrated ability to provide leadership with useful, timely, and accurate information
  • Strong knowledge and understanding of the ITAR and the Foreign Corrupt Practices Act (FCPA), including the compliance requirements for export and import con
  • U.S. Citizenship status is required as this position needs an active U.S. DoD Secret Security Clearance as of day one of employment

Qualifications We Value

  • Existing PMX Level 3 Certification (or equivalent)
  • Advanced degree in management, engineering, math or science
  • Prior experience living outside of the United States
  • Knowledge of the Patriot Air & Missile Defense system
  • Ability and willingness to travel extensively both domestically and internationally
  • Fluency in French or German
  • Experience related to identification and implementation of international co-development and co-production opportunities
  • Established and trusted relationships with Swiss government officials, industry leaders and/or other stakeholders that can be leveraged to aid in program negotiations and startup activities
