OBJECTIVES OF THE PROGRAMMEThe mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
Description Of Duties
In the context of the WHO Health Emergencies incident management system (IMS), the incumbent will support:
- Manage the SPRP M&E databases, including content, structure, file location, backup system.
- Collect, collate, manage and analyse data from the IMST pillars at HQ as well as Regional Offices; transform it into data visualizations, maps and graphics to enable strategic planning and decision-making.
- Verify data quality (completeness, timeliness), identify gaps in monitoring information management, recommend corrective actions and prepare relevant documents to include in internal and external situation reports (SitReps), dashboards, bulletins, senior management presentations, etc.
- Develop tools to harmonize data collection and processes across Regions and HQ to facilitate consolidation of information.
- Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing to relevant stakeholders.
- Liaise with dashboard developer and relevant pillar colleagues to support the development of the dashboard and maintenance of data updates based on the established reporting schedule.
- Support the M&E Framework 3-month review process, including providing analysis and technical review on data reporting and data management information as relevant.
- Participate in any other activity that may be required in connection with the incident data management related to monitoring and evaluation.
- Perform any other incident-specific related duties, as required by the functional supervisor.
Education
Essential
- First level university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute.
- Post graduate degree in public health, computer sciences, data science, applied math, or statistics.
Essential:
- At least five years’ relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian context.
- Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.
- Demonstrated knowledge of information management and monitoring systems as related to emergency response and relief operations.
- Proven skills in the field of data collection, assessment, analysis and monitoring Advance ability to design, manage, analyse and coordinate complex information system projects, computer-based applications and databases, web-based tools.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
