OBJECTIVES OF THE PROGRAMME

The mission of the HGF department is to support Member States to develop and sustain health system governance and health financing systems that ensure more equitable access to needed health services while avoiding catastrophic expenditure and impoverishment as a result of seeking care. This will be achieved through support to countries to develop sound national health strategies and plans, including development of tools and information to feed into the policy process, and with appropriate capacity development activities to help achieve UHC. Within the department, the mission of the IHP unit is to promote greater coordination around health systems strengthening initiatives, under the umbrella of UHC2030. UHC2030 provides a multi-stakeholder platform to advocate for increase political commitment to UHC, facilitate accountability and knowledge sharing as well as promote collaborative working at global and country levels on health systems strengthening.

DESCRIPTION OF DUTIES

Overall: contribute to implementing the UHC2030 work programme, as part of the UHC2030 Core Team. Specifically, coordination of advocacy work and stakeholder engagement.

More specific duties include:
Support the development of strategic approaches to implement UHC2030 objectives, particularly in the areas of advocacy on health systems strengthening for UHC.

Coordinate advocacy activities of UHC2030 - within WHO and with other UN agencies, governments, philanthropic foundations and civil society organisations - and help promote coherent messaging on health systems strengthening for UHC in different global forums (e.g. WHA, UNGA, HLPF, G7, G20).

Develop and sustain relationships with relevant partners as well as other relevant health partnerships, networks and initiatives.

Coordinate the planning, organizing and running of UHC2030 high-level events, including UHC Day campaigns.

Contribute to communications and dissemination of knowledge and findings from UHC2030 activities, meetings and publications, including through the website and social media.

Perform other tasks in support of the daily operations of UHC2030.

REQUIRED QUALIFICATIONS

Education

Essential:
A first-level university degree in international relations, public health, social sciences or related field.

Desirable:
Advanced university degree in global health, international relations or related field.

Experience

Essential:
At least five years of progressive and relevant experience, of which 2 years at the international level, working in the area of international public health with an emphasis on health policy and systems.
Experience in health diplomacy, partnerships and networks.

Desirable:
Experience with WHO or within the UN, other international development agencies or civil society organizations, including work on health policy and systems within or alongside governments in developing countries and development cooperation at regional or country levels.

Skills

Knowledge of health policy and systems, including planning, financing and management.
Understanding of international cooperation and partnerships.
Excellent planning and organizational skills, with the ability to multi-task and work under pressure as part of a team.
Excellent communication skills, including briefing and report writing in a concise and clear manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
