Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Green Growth Knowledge Partnership (GGKP) is hosted by UNEP, in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UNEP, GGGI, the Organization for Economic Co-operation and Development, United Nations Industrial Development Organization, and the World Bank).
- Identifying major knowledge gaps in green growth theory and practice and addressing these gaps through the promotion of collaboration and coordinated research; and
- Using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.
A Technical Specialist is sought to document case studies from select ISLANDS SIDS on used oil management initiatives. This will require research: on consumer behaviour change interventions; incentives; collection and storage activities; reuse in power plants or cement kilns; and export activities for reuse and recycling. The consultant will conduct baseline research on existing recycling activities (including policy approaches such as import taxes) in SIDS, highlight and document detailed case studies of SIDS used oil management (e.g., drivers, issues, enabling conditions, impacts, gaps and challenges), identify lessons from previous experience, identify tailored recommendations and potential activities related to used oil management in SIDS for replicability and scaling up, and prepare 5 case studies. Particular focus will be put on the required economy of scale for used oil management, as well as consideration of gender-differentiated issues and impacts within the stream and practices.
Specific tasks and responsibilities
- Brief technical note with initial baseline research findings and outlining five proposed case studies.
- Full list and contact details of used oil stakeholders consulted across ISLANDS SIDS.
- Five detailed used oil management case studies focused on SIDS in the Caribbean, Indian Ocean and Pacific regions.
- Presentation of case study key findings and recommendations.
- An advanced degree in environmental management or economics, environment engineering, environmental science, waste management, circular economy, or related field is required. Two additional years of relevant work experience, along with a bachelor’s degree in a relevant field, may be accepted in lieu of an advanced degree.
- A minimum of 5 years of relevant work experience in the field of waste management, circular economy, recycling, and/or environmental management.
- Strong analytical skills as well as the ability to effectively articulate and present research and analytical findings in writing are required.
- Understanding of the chemicals covered by the Stockholm and Minamata Conventions.
- Understanding of, and ability to apply knowledge on, the differentiated socioeconomic considerations in and across waste management.
- Experience working with international organizations is preferred.
- Experience working in the context of SIDS is strongly preferred.
- Fluency in English is required. Working knowledge of French and/or Spanish would be an asset.
