Job Summary

The position is located at the D.C. Office of Police Complaints (DCPC). DCPC is an independent District of Columbia agency that receives, investigates, and resolves citizen complaints of police misconduct. The DCPC Research Analyst is responsible for the extensive and in-depth research and statistical analysis, evaluation, and reporting associated with the mission of DCPC.

Duties And Responsibilities

Under the general supervision of the Deputy Director, research, designs, and develops statistical and analytical products and models (and supporting documentation) using data science techniques and skills from a variety of law enforcement and civilian data for purposes of reporting trends and patterns.

Conducts research and statistical analysis of citizen complaints, use of force, and other criminal justice and law enforcement data and issues. Analytical products include (but are not limited to): citizen complaints and use of force trend analyses, survey and program evaluations, projections, and forecasts, research papers, policy, and program impact analyses, needs assessment, population studies, crime, arrest, population estimate, and economic data (or any combination thereof), and other analyses to support DCPC’s mission. Keeps abreast of national law enforcement and civilian oversight agency policies and new program initiatives; networks with other agencies and explores other police agency’s online documents. Assists in establishing appropriate project benchmarks, milestones, and research evaluation criteria. Recommends correction and improvements to newly implemented projects based on findings of program evaluations.

Ensures the accuracy and completeness of assigned research studies, including research design methods and statistical analysis utilized, as well as data validity and reliability. Interacts with the appropriate points of contact (POCs) subject-matter experts (SMEs), and other personnel to validate unclear, conflicting, incomplete, or invalid data and research findings. Provides subject-matter expertise in the areas of statistical procedures, criminal justice policies, evaluation processes, and research design. Prepares written narrative, analytical reports, research work plans, literature reviews, memoranda summarizing research findings, data tables and graphs, PowerPoint presentations, and periodic reports.

Qualifications And Education

Specialized experience that demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities. Candidates for positions at the CS-12 level must have had 1 year of specialized experience equivalent to at least the CS-11 level.

Master’s degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for CS-12 research positions is preferred.

The work is performed in an office setting; occasionally assignments may require the incumbent to work in other locations.

D.C. Code prohibits any former or current Metropolitan Police Department employees from being employed at the Office of Police Complaints.

Duration of Appointment: Career Service Permanent

Tour of Duty: Monday – Friday, 8:30am to 5:00pm

Pay Plan, Series and Grade: CS-301-12

Salary Range: $80,783 - $103,333 Per Annual, based on funding

Collective Bargaining Unit:This position is not in the Collective Bargaining Unit

Position Designation:This position is designated as security sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
