Report on Managing climate change risks in the road infrastructure sector with recommendations for the further standardization within the TEM Project.

Schedule of work:

07/12/2021: Preparation of Draft Outline of the Report and Draft Work Breakdown Structure

10/01/2022: Draft Interim Report which consists of international state of the art, international best practice, identification of maturity levels and recommendation of maturity assessment tool.

20/01/2022: Draft Final Report

01/02/2022: Final Report

DSAs for trip to TEM SC meeting (if any) will be paid to the Consultant additionally.

Selection criteria:

Minimum of 7 years of relevant experience in the field of road designing or constructing or maintenance;
Mınımum of 5 years experıence ın the fıeld of risk management (including transport sector)
Minimum of master’s degree in the field of hıghway engıneerıng and/or transportation engineering;
Experience in the TEM Region
International experience and academic experience (papers, studies, projects) within risk and resilience subject is an asset.

Performance Indicators:

Efficient cooperation with TEM project management, UNECE and TEM National Coordinators and/or TEM National Contributor(s);
Well prepared glossary and definitions
Comprehensive, easy to understand description of the state of the art risk and resilience management
Accurate identification of current situation within TEM member countries
Clear and ready to use recommendations for the deployment strategies

Duties and Responsibilities

Background

Trans-European North-South Motorway Project (TEM) was created to facilitate road traffic in Central and Eastern Europe and improve the quality and efficiency of transport operations, having in mind the need to balance existing gaps and disparities between motorway networks in Europe and further integrate European transport infrastructure systems. Furthermore, project promotes sub-regional cooperation in sustainable development, improvement of road safety and transport efficiency on TEM network.

During the 76th TEM Steering Committee session which took place remotely due to Covid-19 pandemic on 14th of April 2021, TEM National Coordinators asked TEM PCO to prepare a ToR for the Report on “Managing climate change risks in the road infrastructure sector”. The proposal was in line with adopted TEM Strategic Plan 2017-2021. This report was foreseen in the Strategic Plan Area A – Environmental protection.

Road sector authorities, being responsible for the delivery of safe, reliable, accessible and available road infrastructure to facilitate transport operations and functioning of the economy have to take into consideration many internal and external factors which may cause a disruption for the required level of delivery of these services.

It is therefore mandatory to improve traditional way of the management of road assets and tend to not only customer-oriented but also risk-based asset management.

Adoption of asset management approach allows road authorities to stay focused on value delivery process (expected by the customers and stakeholders), although without sound forecasting of risks which may occur, the level of service may not be provided.

The consultant will prepare the Report consisting of four main parts:

International state of the art in terms of implementation of climate change risk management into asset management practice
Identification of the state of the art within TEM member countries
Recommendations of the methodologies and tools for the climate change risk and road network resilience management
Glossary

The TEM member countries experiences will constitute a knowledge base for preparation of the Report alongside with existing manuals, standards and initiatives of other international organizations and stakeholders.

Objectives and targets (specific functions of the consultant)

The consultant will be asked to prepare Report which will include:

I. International state of the art in terms of climate change risk and resilience management, which will consist of:
a. Comprehensive definitions of climate change risk, criticality and resilience
b. Identification of all relevant components of climate change risk and resilience management including, but not limited to:
i. Methodologies and tools for climate change risk management, i.e.:
1. Identification
2. Analysis
3. Evaluation
4. Management
ii. Methodologies and tools for criticality assessment
iii. Methodologies and tools for resilience management, i.e.:
1. Resilience assessment
2. Resilience metrics
c. Identification of existing or planned international standards (national or international) in terms of climate change risk management and resilience
d. Requirements in terms data and information for effective and efficient climate change risk and resilience management.

III. Identification and review of current situation within TEM Member Countries

IV. Comprehensive glossary

Qualifications/special skills

Academic Qualifications: advanced degree in Transport or Civil Engineering is required
Experience: 7 years of relevant experience in the field of road designing, construction or maintenance and understanding of road assets’ life cycle logic is a key factor for preparation high quality guidelines is required.

Academic experience within risk and resilience subject – is an asset.
International experience, and Regional experience in the TEM Region – is an asset.
Language: Fluency in English language is required
