What We Do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The ICRC supports the needs of individuals, households and communities affected by armed conflict by helping them to cover their essential needs and maintain or restore sustainable livelihoods. Acknowledging the need of better data and stronger analysis in order for its programmes to be more effective and evidence-based, the ICRC set up the global analysis & evidence team.
The job holder supports the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC standards to generate quality evidence on the conditions of beneficiaries and inform programme design, implementation, and strategy. This includes providing high-level analytical support to programme departments, related to monitoring activities, supporting the management of impact evaluations and thematic/mid-term reviews. S/he leads and advises on formulation of country analysis and evidence strategies and plays an advisory role in response to programme design, field implementation and other initiatives.
Accountabilities & Functional Responsibilities
- Supports in coordinating and conducting needs assessments in sudden onset emergencies and/or when time and resources might be limited, produce reports and support operational planning
- Supports information management systems by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livelihoods, health, WASH, protection related data
- Formulates Analysis & Evidence strategies and supports their operationalization
- Contributes to evidence-based decision-making on programme design and implementation, notably through making monitoring, analysis review and evaluation findings accessible
- Supports field coordinators and management in addressing recommendations from monitoring, reviews and evaluations.
- Builds A&E capacity of field staff through training, information sharing and coaching
- As required, provides input to field coordinators regarding the potential development and implementation of country-level inter-agency analysis, monitoring, reporting and evaluation frameworks
- Takes responsibility for integrating accountability to affected population (AAP) and gender perspectives in all areas of work and can be asked to advise the delegation in terms of AAP
- Performs data cleaning, management and analysis while maintaining quality (consistency, accuracy, completeness) and coordinates information management strategies for both internal and external reporting.
- Ensures audit trail and governance for data transformation, integration rules and outputs
- Supports field coordinators in ensuring that delegation monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements, standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated programme reference framework (PRF)
- Drafts programme, project and activity monitoring reports and supervises the data analysis
- At least 5 years professional experience in assessment, analysis, M&E, information management or a closely related area including two (2) to three (3) years in the field
- University degree in economics, anthropology, data science, public health or other relevant area, or considerable experience in the humanitarian field
- Significant professional experience in needs assessment, M&E, information management and/or data science considered in lieu of a University degree
- Fluent in English. Additional capacity to work in French (oral and written skills) is a strong asset
- Previous ICRC experience is an asset
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
