Associate Specialist, CCM Hub - GL C - French and/or Spanish desirable The incumbent will serve as a focal point for a regional portfolio(s) of countries, leading CCM performance management including CCM agreement development and funding cycle disbursements as well as support CCM Secretariat performance.

The incumbent will also advise Country Teams and support CCMs (particularly CCM Secretariats) within an assigned portfolio, translating lessons learned into key policy and guidance refinements for global implementation as corporate and country processes evolve.

Key Responsibilities

The Associate Specialist, CCM Hub Officer will:

  • Develop funding agreement standards and tools related to the performance management of core CCM activities, including access to CCM funding, program oversight and capacity
  • Advise FPMs and country teams in monitoring the performance of CCMs. This includes the development of approaches and tools (e.g. equipping CCMs to handle key operations and strategic approaches to core responsibilities) and ensuring sound change management as CCMs evolve into more strategic stages of maturity.
  • Manage the CCM Funding process: in collaboration with Country Teams, calibrate and ensure timely and high-quality disbursements to CCMs. This includes the linkages with CCM performance. And, in accordance with policies and standards:
    • Prepare the CCM Funding agreements, process the CCM Funding disbursements, review CCM expenditures, ensure on time communication with CCMs and CTs and ensure on time disbursement of the funds;
    • Calculate CCM Funding disbursement amounts based on the different country scenarios, communicate decisions to CTs and CCMs;
    • Liaise with Legal and Finance for compliance issues;
    • Assess risks and implement risk mitigation measures;
    • Identify procedures and systems for quality surveillance; identify, analyse and recommend improvements and solutions to quality assurance issues in the CCM Funding process; integrate partners’ feedback to improve quality assurance.
  • Prepare, justify and administer program and administrative budgets (e.g. additive consulting resources for staff or services); oversee procurement and contracting to achieve desired results (e.g. working with technical providers); and, monitoring expenditures and using cost-benefit thinking to set priorities (as requested, delegated by CCM Hub Manager)
  • Develop and/or resolve policy and/or issues that lack precedence and initiate policy revisions as appropriate, including in policy implementation, mentoring colleagues and proactively building stakeholder capacity on policy issues
  • Identify procedures and systems for quality surveillance; identify, analyse, and recommend improvements and solutions to quality assurance issues; and ability to take cognizance of feedback from partners and use this to improve Global Fund quality assurance
  • Support the development of key communications material for Committee and Board reporting, CCM stakeholder meetings as well as workshop and other country and regional engagement on CCMs
  • Orchestrate the CCM Hub’s approach in key thematic areas that are directly relevant to the core work including, consolidating feedback, advocating for best practices concerning CCMs, and unifying stakeholder input
  • Other duties as assigned by the CCM Hub Manager

Qualifications

Essential:

University degree in development, business administration, public health, development or relevant field; or an equivalent combination of academic/professional qualifications and experience.

Desirable:

Master’s degree in public health, business or public administration

Experience

Essential:

  • Experience with the CCM model, dynamics and needs (both financial and technical support)
  • Experience in building capacity of CCMs or other governance bodies
  • Experience with the collection, reporting and analysis of quantitative data.
  • Understanding of Global Fund grant making processes, tools and deliverables
  • Proven success and substantial experience in culturally diverse and multi-disciplinary teams
  • Solid experience in managing risk, including financial and legal
  • Strong communication skills – verbal and written
  • Fluency with the Microsoft suite – in particular, PowerPoint slide development (including data visualization) and Excel to analyse large data sets

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset (to be amended as per job requirements).
