Senior Specialist, CBO/CSO Service Delivery - GL E - 6 years defined duration Strengthening Community Systems and Responses (CS&R) is essential to achieving progress against the three diseases and to fulfil the Global Fund’s objectives of building resilient and sustainable systems for health (RSSH) and promoting human rights and gender equity. Responses that are led by communities – and the systems and structures needed to support them – are central to the work of the Global Fund and its vision of “a world free of the burden of AIDS, tuberculosis and malaria with better health for all.” The COVID-19 crisis has further highlighted the importance of community-based and community-led responses to the epidemic and to the mitigation of its effects on HIV, tuberculosis and malaria programs.

Community based services can be managed by governments or by non-state actors, mainly Community-Based or Community-Led Organizations (CBOs) and Civil Society Organizations (CSOs) (referred to here, collectively, as “CBOs/CSOs”). Since these organizations are closer to the communities and better able to link health services to community delivery, they are an essential part of community responses. They are recognized as critical to accelerating results, especially for under-served communities. Therefore, the Global Fund is supporting countries and CBOs/CSOs to work together more effectively to strengthen and expand non-state delivery of community service delivery. This will entail: (i) supporting governments and other principal recipients of Global Fund grants (PRs) on the design, oversight, and performance management of contracts or grants to CBOs/CSOs; (ii) strengthening the capacity of CBOs/CSOs (particularly local ones) to participate in contracts and grants; and (iii) improve CBOs/CSOs performance management processes so as to improve quality of care/services and improve equitable access.

The Senior Specialist, CBO/CSO Service Delivery, provides strategic guidance on community service delivery by CBOs/CSOs, and CS&R more broadly. They are placed within the RSSH team, and, due to the interdisciplinary nature of CS&R, they will collaborate across the Secretariat (particularly the HIV, TB and Malaria teams, the MECA team, Community Rights and Gender department, Health Financing department and Grant Management Division). They will work on the following broad areas:

  • Strategy, Policy, and Technical Guidance. The Senior Specialist, CBO/CSO Service Delivery, will provide thought leadership and assure effectiveness of implementation arrangements for community-based and led responses, and expanding and improving the quality of service delivery by CBO/ CSOs. The Senior Specialist will advise governments on their strategic approaches, including sustainable financing and design. The Senior Specialist will, lead high-level country dialogue, and provide strategic inputs into The Global Fund’s next strategy on CBO/CSO service delivery. The Senior Specialist will also be responsible for ensuring that Global Fund guidance notes and technical briefs for internal and implementer audiences reflect global best practice and evidence on CBO/CSO service delivery.

  • Internal advice and support to grant implementation. The Senior Specialist will lead the exploration and development of opportunities to expand and improve CS&R programming with delivery of interventions by CBOs and CSOs. They will provide expert advice to Country Teams and other stakeholders on practical ways of solutioning this. The Senior Specialist will also proactively support implementation of existing CS&R interventions. They will keep staff updated on the emerging evidence on CS&R (specifically service delivery by CBOs/CSOs), new tools (e.g. IT mechanisms for verification ; important innovations such as new approaches to performance management); and support integration of CS&R in the development and reprogramming of HIV, TB, malaria and RSSH grants. They will co-lead in designing and implementing a learning agenda on CS&R (specifically service delivery by CBOs/CSOs), in collaboration with other Secretariat stakeholders like the CRG department.

  • Partnerships. The Senior Specialist will play a leadership role with a broad array of partner organizations to promote and strengthen CS&R activities related to the three diseases and building RSSH, in close collaboration with the specialists in the CRG department and the Specialist, Partnerships and Technical Cooperation in TAP who have existing relations with partners on CS&R.

Key Responsibilities

Under the leadership of the Head of RSSHand in collaboration with the Technical Advice & Partnerships (TAP) Department, particularly HIV, TB and malaria advisors, and the Community Rights, and Gender (CRG) Department, and other internal stakeholders, the Senior Specialist, CBO/CSO Service Delivery, will lead the work on strengthening of service delivery by CBOs/CSOs/NGOs, and linking health responses to community health delivery.

Strategy, policy review, and technical guidance:

The Senior Specialist, will:

  • Provide thought leadership globally on how the Global Fund and its partners, particularly governments, can 1) strengthen government/PR capacity on contract design recruitment, management and performance management in close collaboration with PSE and HF specialists in social contracting, 2) strengthen the capacity of CBOs/CSOs/NGOs to respond to contract/grant opportunities and manage their own performance in close collaboration with CRG specialists in CSS and 3) advance different models of service delivery by CBOs/CSOs/NGOs and promote innovative implementation arrangements for community-based and led responses, 4) plan health responses in a way that they link to community systems, including community delivery, all with the goal of advancing the fight against the three diseases and build RSSH. This will include finding value-for-money innovations that can be financed from domestic resources

  • Provide strategic-level input into the Global Fund’s next strategy, particularly that part related to CS&R and private sector engagement (incl. CBOs/CSOs) across the three diseases and RSSH.

  • Identify priority countries where strengthening of community service delivery by CBOs/CSOs will be particularly important in accelerating HTM outcomes.

  • Lead high-level policy dialogue with Governments and other stakeholders about the different aspects of CBOs/CSOs community service delivery, including financing.

  • Act as co-lead within the RSSH team on the development of the CS&R roadmap that is being developed collectively with the CRG department (and input from other teams in TAP, the HF departments and GMD), with the objective to step-up CS&R performance.

  • Ensure that Global Fund’s guidance notes and technical briefs that relate to community service delivery by CBOs/CSOs reflect the current state of the art and take full advantage of global experience and Global Fund learning.

Internaladvice and support to grant implementation:

The Senior Specialist will:

  • Provide strategic advice to the Grant Management Division (including country teams) particularly on the design and implementation of CS&R service contracts and grants.

  • Proactively uncover opportunities for expanding and strengthening service delivery by CBOs/CSOs and bring these to the attention of stakeholders including country teams and collaborate to enable their implementation. Working with and through country teams, the Senior Specialist, will autonomously provide professional opinion and expert guidance, bringing practical and contextualized advice and support that pushes in-country results and the CS&R agenda forward.

  • Ensure that learning on service delivery by CBOs/CSOs is socialized across The Global Fund and reflected in investments and implementation approaches.

  • Provide training to Global Fund staff and key external stakeholders and develop tools (technical briefs, presentations, literature summaries, etc.) on service delivery by CBOs/CSOs that reflects global best practice, relevant to the Global Fund model and grants.

  • Provide strategic analyses at country level about opportunities and options for service delivery by CBOs/CSOs

  • Advise stakeholders, particularly governments, in the broad design of CS&R service delivery by CBOs/CSOs.

  • Spearhead detailed design of community service delivery by CBOs/CSOs. Ensure that detailed designs are clear about: (i) monitoring and evaluation, including means of verification and robust evaluation design for pilots; (ii) definition of services to be delivered in consultation with relevant specialist; (iii) scale of implementation; (iv) performance management; and (v) means to get efficient pricing for the package of interventions.

  • Support the implementation of community health activities delivered by CBOs/CSOs in selected countries.

Partnerships:

  • Co-lead (together with CRG specialists and the Partnerships and Technical Cooperation specialist) close collaboration with partners, including Gavi, the World Bank and other multilateral development banks, WHO, bilateral aid agencies, foundations, and NGOs who work on CS&R and to shape the partnership agenda in this area

  • Explore means to collaborate with partners to increase the focus on CS&R improvement in the fight against the three diseases and building RSSH.

Qualifications

Essential:

  • Advanced university degree in public health with clear focus on community system strengthening / community health or a related field

Desirable:

  • Advanced university degree in public health in developing countries

Experience

Essential:

  • Significant experience working in a CSO, CBO or NGO.

  • Significant experience working for or with a government in contracting for social services

  • Strong experience working with non-state service providers with a demonstrated understanding of capacity building, contract design, contract management, and performance management

  • Track record in the area of community system strengthening, including program design and implementation

  • Experience in working with or within national, regional and/or international civil society organisations and community-based networks, as well as other key stakeholders

  • Experience in developing country contexts

  • Excellent technical expertise and experience in programming in the area of community responses & systems

  • Track record in public speaking

  • Excellent communication and stakeholder management skills

  • Proven proficiency in Word, PowerPoint and Excel

Desirable:

  • 8-10 years of post-degree experience in the contracting of social services.

  • Demonstrated understanding of the international health and development landscape

  • Demonstrated understanding of the Global Fund and its business model.

  • Experience and knowledge of Global Fund and its policies, processes, and its governance structure
