Context
The Department of Operations and Emergencies (DOE), through its two divisions as well as
specialized projects and programmes, oversees IOM’s activities on all aspects of migration
crises. It coordinates IOM’s participation in humanitarian responses, including L3 emergencies,
and provides migration services in emergencies. While also engaging in global processes, the
Department provides technical support to field efforts, delivers strategic recommendations on
both policy and operational issues and provides guidance to field operations on project
development and implementation and inter-agency coordination.
The Policy, Planning and Programme Support (PPPS) unit sits in the DOE Director’s Office
(DO). It, brings strategic and institutional coherence across the divisions and with other
Departments within the Organization, and hosts the institutional expertise in the areas of
Accountability to Affected Populations (AAP), Migration Crisis Operational Framework (MCOF)
and the Migrants in Countries in Crisis programme (MICIC). Activities in this area include
advancing and communicating Departmental strategic objectives, positions and key messaging
externally and internally; producing Departmental materials; fielding requests on IOM’s overall
crisis approach; and leading, coordinating or advising on policy/framework/strategy
development. The PPPS ensures IOM’s crisis-related activities are adequately represented in
whole of Organization contexts and institutional business processes. The PPPS is also the
Departmental focal point for various multilateral and multi-stakeholder initiatives including the
Global Platform on Internal Displacement (previously GP2.0), the United Nations Network on
Migration and the International Migration Review Forum (IMRF).
Under the direct supervision of the Senior Migration Crisis Analyst, the Programme Support
Officer will support at different level activities that will contribute to the advancement of
Departmental strategic policy priorities and interests both internally and externally, strengthen
the Department’s engagement in various regional, UN and other multilateral processes/forums,
and support quality control of Departmental products.
They will primarily focus on supporting and assisting the PPPS Unit engagement in global
platforms, knowledge management and in the development and quality control of departmental
products and capacity building efforts.
Core Functions / Responsibilities
- Support the production and dissemination of tailor-made knowledge products, training and
including IMRF, MCOF, MICIC and the Global Platform on Internal Displacement.
- Prepare or support the preparation of various written reports, documents and
notes, PPT presentations, news desk articles, correspondence, talking points, statements etc.
- Provide support in ensuring quality assurance of Departmental materials, providing
expertise to bring such materials to production, in collaboration with the publications unit.
- Assist the PPPS unit to strategically engage in policy processes and institutional approaches,

- Help conceptualize meetings, events and retreats. Prepare and manage all logistical

Education
- Master’s degree in Political Science, International Relations, Humanitarian Affairs,
from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
- Good knowledge of the broad range of migration related subject areas dealt with by the
with the UN, international organizations and non-governmental organizations;
- Previous experience working with IOM is an asset, including time spent in a crisis
- Solid English language writing and editing experience;
- Experience in the organization of meetings, trainings and events;
- Practical experience of how-to multi-task, prioritize and work independently.
- Strong academic or professional background in research and analysis;
- Proficient in the use of Microsoft Office products particularly SharePoint and Teams and other
- Strong organizational and planning skills;
- Excellent writing and editing skills with a proven track record;
- Demonstrated ability to communicate with a wide variety of audiences;
- Proven capacity in problem-solving and creative thinking;
- Ability to work effectively, accurately and concisely, including when working against sudden,
- Published materials are an asset.
IOM’s official languages are English, French and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).

and/or Spanish language is an advantage.
