Org. Setting and Reporting
This position is based in the Division of Enterprise Competitiveness and Institutions (DECI) and attached to the Sector and Enterprise Competitive Section (SEC). The Programme Officer will belong to the UK Trade Partnerships Programme team.
The United Kingdom Trade Partnerships (UKTP) Programme is one of the implementing partners of the Foreign, Commonwealth & Development Office (FCDO) of the United Kingdom of Great Britain and Northern Ireland’s Trade Centre of Expertise (CoE) - a new mechanism established to provide a streamlined offer for developing countries and UK High Commissions to access high quality trade related technical assistance. The UKTP Programme aims to increase trade from developing countries to the United Kingdom (UK) and the European Union (EU) by maximizing the benefits of UK and EU Economic Partnership Agreements (EPAs) and the UK’s Developing Countries Trading Scheme (DCTS). The UKTP Programme works in partnership with government agencies, private sector organizations, public sector institutions, small and medium-sized enterprises and other local
stakeholders.
Working with high UK export potential sectors and export-ready companies in EPA and DCTS countries, UKTP will provide a package of activities for each sector comprised of:
  • UK market access advisory, trade fairs and market tour for SMEs.
  • Select advisory in areas such as marketing, branding, product development and packaging, and gender equality.
Responsibilities
Under the overall supervision of Chief, Sector and Enterprise Competitiveness and the direct Supervision of the Programme Manager, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of the UK Trade Partnerships Programme; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.
Competencies
• Professionalism: Knowledge of sector, cluster, market systems and enterprise development approaches. Knowledge of M&E, reporting and safeguarding standards of the UK Foreign Office or other leading bilateral donor is desirable. In-depth knowledge of at least one industry such as, consumer products, industrial good and services, or pharmaceuticals and life sciences is desirable. Knowledge of trade and investment services methodologies, such as market research, go-to-market strategy, business and investment lead generation and matchmaking, distributor search, inward or outward trade and investment missions and events, is desirable. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet,
intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is
conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful
situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.

A first-level university degree in the above subjects or related field in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required.

Experience in relational database development is desirable.

Experience in business analytics is desirable.

Experience working in a developing country environment in private sector development or trade promotion is desirable.

Languages

Fluency in English and French is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for an initial 6 months dependent on final start date and may be subject to extension.
