Global Focus Management and Development Officer

Organizational Setting and Work Relationships

The Global Focus Management and Development Officer is part of a team tasked to maintain impactful and timely reporting and planning on UNHCR’s activities to donors and other partners such as hosting states and UNHCR staff. These activities are part of the wider effort to build relationships, raise awareness, and mobilize political and financial support for UNHCR’s work and priorities.

Within the Global Appeals and Reports Section in the Office of the Director of External Relations, the incumbent’s primary role is in managing and developing the Global Focus website. This is UNHCR’s main operational reporting website for donors and other key partners. It complements UNHCR’s Global Appeals and Global Reports to provide an overview of the protection risks that forcibly displaced and stateless people refugees and other populations of concern to UNHCR face, as well as regularly updated information about programmes, operations, financial requirements, funding levels and donor contributions. It is also interlinked with other UNHCR systems such as a COMPASS, geo-services, and the Refugee Data Finder, and is affected by reforms such as the Business Transformation Programme (BTP). It was launched in 2015, and completely overhauled and redeveloped in 2021 to complement COMPASS.

The incumbent reports to the Chief of the Global Appeals and Reports Section and may supervise professional and/or general service staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

Development and maintenance

  • Pursue integration of annual planning and reporting information coming in particular – but not exclusively – from COMPASS and other BTP applications onto Global Focus.
  • Adapt Global Focus’s technical architecture to the changes implied by the BTP.
  • Ensure Global Focus’s availability, reliability, and responsiveness, and that information on the site is accurate and topical.
  • Identify areas for simplification of current processes.
  • Monitor the website and upstream systems (APIs, underlying databases, gis.unhcr.org, servers) and manage related incidents.
  • Follow-up on support and maintenance issues impacting the website (infrastructure, data feed, mapping services, content management system).
  • Maintain and extend APIs allowing the live update of data reports, charts and maps displaying financial, results-based management and population data, as well as office locations.
  • Ensure that technical documentation and user guide are comprehensive and accurate.
  • Monitor website statistics and produce analysis on audience and most/less visited areas.
  • Provide training and guidance on maintenance and content management of Global Focus website.

Coordination and liaison

  • Collaborate closely with other organizational units which are critical to the smooth flow of information such as operational, financial or population figures into Global Focus from various internal IT systems to identify opportunities, challenges and solutions. This collaboration includes but is not limited to liaison and coordination with organizational units in DER (in particular the DRRM, PSP and Digital Services, and EEE Unit); DSPR; DIST; and GDS. It may also include other technical and substantive experts in HQ and field operations.
  • Identify ways the site can continuously be maintained and evolve to support the Global Appeals and Reports Section.
  • Collaborate closely with DRRM and PSP donor focal points to ascertain donors’ needs, and enhance the content and profile of reports and key documents.
  • Oversee the work of external consultants and contractors as necessary for website maintenance and development.
  • Work closely with members of the Global Appeals and Reports Section.

User experience

  • Identify areas of improvement for the Global Focus website in terms of design, user interaction and visibility.
  • Coordinate design, implementation, testing and release of website enhancements.
  • Maintain close coordination with users of the website, including and especially with donors, to gather feedback on the user experience and use it to lead a process of evidence-based reform of the website and its functionalities.
  • Keep abreast of issues affecting the overall environment within which Global Focus sits, namely, its relevance and usefulness vis-à-vis the existence and development of other UNHCR products and processes.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The person on this post must have a combination of strong IT skills, familiarity with the development of COMPASS and the Business Transformation Programme, database design, and website development, management and user experience. In addition, the person must possess strong institutional and programme management experience in UNHCR allowing for a good understanding of donor needs for information and how best to meet them using Global Focus.

Extensive programme experience:

A detailed understanding of UNHCR’s budget structure, programme planning and results-based reporting is essential. Operational experience with UNHCR, or with another UN agency, is desirable.

Analytical and strategic thinking:

The incumbent must be able to analyse technical design documents, plan and conduct user acceptance testing and initiate changes to the Global Focus web portal. Nature of Position:

Global Focus is UNHCR’s main operational reporting website for donors and other key partners.

The Global Focus Management and Development Officer is responsible for maintaining the work plan for the ongoing development and updating of Global Focus. In particular, this requires the close coordination of Global Focus with the Global Appeals and Reports so that the website accurately provides a dynamic environment to go with those two corporate planning and reporting documents. It requires strong technical abilities regarding the workings of the underlying IT systems, architecture and environment; and a good understanding of user experience. It also requires identifying and documenting requirements so that donors are provided with a dynamic and compelling environment demonstrating UNHCR’s operational impact and the efficient use of available resources, in particular the use of flexible funding; and liaising with technical teams and end users to ensure the successful continuation of the initiative.
