Position Summary:

The GPH R&D Health Diplomacy Engagement Leader, Senior Director, will preferably be based in the US and directly reporting to the Head, GPH R&D. The ideal candidate is a dynamic, business-focused, creative individual who is knowledgeable about low- and middle-income countries and has a strong background in pharmaceutical R&D, partnerships with multilateral organizations, and health care. The successful candidate will be part of the GPH R&D leadership team and will be a critical link connecting stakeholders engaged in public health partnerships with Janssen GPH R&D. The individual in this position will build strong cross-functional relationships with our access, medical affairs, regulatory, legal, external affairs and government affairs and policy teams.

Essential Functions:


  • Provide ongoing expert advice on how to optimally incorporate R&D policy and programs into overall external engagement planning and execution. Working cross-functionally, conceive and execute R&D stakeholder, influencer, and policymaker engagement on R&D priorities (e.g., data-sharing policies, continued pandemic preparedness policies, industrial/economic policy affecting research and development in particular for resource-limited settings, etc.).
  • Support senior leaders in various external engagements related to R&D funding and policy, e.g., meetings with industry collaborators and partners in industry led-initiatives, multilateral institutions, consortia, trade associations.
  • Lead GPH R&D engagements with key WHO partners, committees and stakeholders such as the prequalification program and with national/regional public health organizations (e.g., CDC in the US, HERA in Europe, Africa CDC, WHO regional offices, etc.).
  • In partnership with the GPH Franchise team leaders, provide scientific/R&D input to disease-specific access strategies that includes engaging select governments and external key stakeholders (e.g., WHO, multi-laterals, global donors and funders) to prioritize and appropriately resource quality healthcare, with an emphasis on policy change, increased funding, focused implementation, and the inclusion of Johnson & Johnson products within health formularies.
  • Lead health diplomacy engagement and forge public health partnerships with foundations and multi-lateral organizations including, but not limited to Bill and Melinda Gates Foundation, World Bank, The Wellcome Trust, Pasteur Institute, other charitable foundations, etc.
  • Lead R&D outreach to Ministries of Health, Ministries of Finance and Ministries of Industry/Economy in GPH relevant countries, and other key stakeholders.
  • Develop novel approaches to dealing with evolving issues and a constantly changing external environment, including in trans-industry partnerships and pandemic preparedness and response.

Contacts Inside the Company:


  • GPH Leadership, R&D Functional Leadership, while reaching out to GPH Access, External Affairs and Government Affairs and Policy teams. Cross-functional teams including Regulatory, Legal and Manufacturing and Supply Chain.

Contacts Outside the Company:


  • External collaborators, thought and key opinion leaders, health authorities, particularly in or impacting resource limited settings.

Supervision:


  • None; the chosen candidate should be able to act independently.

Qualifications


Education and Experience:


  • A master or doctoral degree in public health, public policy, life sciences, chemistry or medicine preferred.

Required Technical Knowledge and Skills:

  • 15 years’ experience with a successful track record of being a leader in regulatory, policy setting environments in government, and/or in regulatory, policy and government relations functions with a corporation, consultancy or special interest group.
  • Significant experience in the pharmaceutical or biotechnology industries required.
  • Experience working in/with NGOs, public health, trade associations, preferably in low-and middle-income countries.

Special Training or Certification:

  • Knowledge of the neglected tropical diseases, infectious diseases, and vaccine R&D policy environment, particularly in low and middle-income countries is preferred.
  • Understanding of public health/global health policy issues is essential.
  • Strong existing relationships with GPH R&D government officials, policymakers, and agencies at a national and at regional level.
  • Excellent strategic thinker with demonstrated operational, analytical, negotiation and consensus building skills and strong executive presence.
  • Ability to manage multiple initiatives and to work in (and cultivate) highly collaborative and cross-functional teams (internal and external).
  • Excellent verbal, written and interpersonal communication skills.
  • This position requires 30% - 50% travel (Domestic and International).
