Terms of Reference

The purpose of project is the preparation of a study with proposals for the Swiss refugee parliament of the future.

General background:

In 2020, refugees belonging to the Swiss NGO National Coalition Building Institute (NCBI), with the support of UNHCR and other organisations, founded the Refugee Parliament. NCBI supports it in an advisory and administrative capacity, logistically and with back-office services. The Parliament is a demonstration of solidarity among refugees and their willingness to cooperate with each other. The founders of the project are convinced that refugees know best how to integrate and what they need to fully participate in the Swiss society.

The first session of the parliament took place in Bern in 2021. Since then, there have been two more sessions and additional strategy days. Each session was attended by around hundred participants from almost all over Switzerland. Each time, progress has been made, especially in terms of organisation and visibility. The Parliament is increasingly supported and recognised, especially by the authorities, civil society, parliamentarians, the media and refugees from German-speaking Switzerland.

The challenge now is to consolidate this progress and institutionalise the Parliament as an important representation of refugees in Switzerland. For this to happen, it is important that the parliament can continuously increase its membership base and is politically and financially independent of supporting organisations.

Overall Purpose and Scope of Assignment:

Based on an analysis of the current situation of the Refugee Parliament, the study will present 2-3 realistic proposals on what the Refugee Parliament could look like in the future. It should also compile strategy proposals on how these proposals could be implemented and what timeframe is needed for this. The proposals should subsequently be discussed in a workshop with members of parliament.

In particular, the study will address questions concerning the structures of the parliament, its members and its financing, as well as the tension between participation and independence on the one hand and excessive demands and organisational instability on the other.

The methods used for the study include interviews, participatory observation and secondary research.

The study will be written in German, be about 30 pages long and include an executive summary.

Possible questions for the study:

• On the structure of the parliament:
• What should be the relationship between the Refugee Parliament and NCBI in the longer term?
• Should new structures be created? Which ones and how?
• Are there examples that could inspire the parliament?
• How should cooperation with support organisations such as NCBI, UNHCR, SFH or state structures, such as the SEM best be structured?
• On the representativeness of the parliament:
• How can the refugee parliament become more representative, more credible and thus weightier?
• What criteria are important for the representativeness of the refugee parliament?
• How can the parliament be anchored in all cantons?
• How should the parliament be composed?
• How should the parliamentarians be selected?
• On the financing of the parliament:
• How can the financial sustainability of the parliament be ensured?
• Where and how can it obtain long-term funding?

• a study on the future of the Swiss refugee parliament;

Minimum requirements for the Individual Contractor are: University degree in political science, sociology or other relevant field of study; interest and proven ability to work scientifically; proven German writing skills, knowledge of the asylum sector and interest in the issue of refugee participation.

The Individual Contractor will work from home and will be flexible concerning working hours. The remuneration will not be based on time employed, but on the final result.

Insbesondere sollen seine institutionelle und finanzielle Autonomie sowie seine Repräsentativität verbessert werden, ohne die Wirksamkeit oder die politische Unabhängigkeit zu beeinträchtigen.

• Hintergrund/Ausgangslage
  
  

Im Jahr 2020 gründeten Flüchtlinge, die der Schweizer NGO «National Coalition Building Institute» angehörten, mit Unterstützung von UNHCR und anderen Organisationen, das Flüchtlingsparlament. NCBI unterstützt dieses beratend und administrativ, logistisch und mit Backoffice. Es ist ein Beweis für die Solidarität unter Flüchtlingen und für deren Bereitschaft, miteinander zu kooperieren. Die Gründer*innen des Projekts sind überzeugt, dass Flüchtlinge am besten wissen, wie sie sich integrieren können und was sie für die vollständige Teilhabe an der Schweizer Gesellschaft brauchen.

Die erste Session des Parlaments fand 2021 in Bern statt. Seither gab es zwei weitere Sessionen und zusätzlich Strategietage. An jeder Session nahmen rund hundert Teilnehmer*innen aus fast der ganzen Schweiz teil. Jedes Mal wurden Fortschritte erzielt, insbesondere was die Organisation und die Visibilität betrifft. Das Parlament wird immer breiter unterstützt und anerkannt, vor allem von Behörden, der Zivilgesellschaft, Parlamentarier*innen, Medien und geflüchteten Personen aus der Deutschschweiz.

Nun gilt es, diese Fortschritte zu konsolidieren und das Parlament als eine wichtige Vertretung von Flüchtlingen in der Schweiz zu institutionalisieren. Hierfür ist es wichtig, dass das Parlament seine Mitgliederbasis und Wirksamkeit kontinuierlich steigern kann und politisch und finanziell unabhängig von unterstützenden Organisationen ist.

• Studienaufbau
  
  

Die Studie soll aufbauend auf einer Analyse der gegenwärtigen Situation des Flüchtlingsparlamentes 2-3 realistische Vorschläge vorbereiten, wie das Flüchtlingsparlament der Zukunft aussehen könnte. Die Studie sollte ungefähr 30 Seiten unfassen. Sie soll ausserdem Strategievorschläge zusammenstellen, wie diese Vorschläge umgesetzt werden könnten und welcher Zeitraum hierfür benötigt wird. Die Vorschläge sollen nachfolgend in einem Workshop mit Flüchtlingsparlamentsmitgliedern diskutiert werden.

Insbesondere soll sich die Studie mit Fragestellungen zu den Strukturen des Parlaments, seinen Mitgliedern und der Finanzierung sowie dem Spannungsfeld zwischen Partizipation und Unabhängigkeit einerseits und Überforderung und organisatorischer Instabilität andererseits auseinandersetzen. Sie wird in deutscher Sprache verfasst. Die Methoden zur Erstellung der Studie umfassen Interviews, teilnehmende Beobachtung und Sekundärforschung.

Qualifikationen: Hochschulabschluss in Politikwissenschaft, Soziologie oder einem anderen relevanten Studienfeld, Interesse und nachgewiesene Fähigkeiten zum wissenschaftlichen Arbeiten; hohe sprachliche Kompetenzen, Kenntnisse im Asylbereich und Interesse an der Frage der Partizipation von Flüchtlingen.
