Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field

structure (regional, cluster and country) comprise the IFRC Secretariat.

At Geneva level the Health and Care Department focuses on two strategic directions:

Job Purpose

  • To understand more about and contribute to the work of the IFRC’s Health and Care Department and its support to National Societies for health and community systems strengthening.
  • To support various health files within the Health and Care Department including:
    • Malaria
    • Immunization
    • First aid
    • Migration
    • Climate and health
    • Community Health Worker Scale-Up
    • Mental health and psychosocial support (MHPSS)
    • Healthy aging
    • Tuberculosis and HIV/AIDS
    • Community epidemic and pandemic preparedness
  • To support work on digitalization for health campaign service delivery and community service delivery.
  • To support work on improving and optimizing supply chain management for insecticide-treated net (ITN) campaigns, immunization or other service delivery.
  • To support development of resources, tools or other outputs for the Health and Care Department and/or National Societies.

Job Duties And Responsibilities

Support to the Health Systems Strengthening Team within the Health and Care Department

  • Provide support to the following health files:
    • Malaria
    • Immunization
    • First aid
    • Migration
    • Climate and health
    • Community Health Worker Scale-Up
    • MHPSS
    • Integrated health service delivery
  • This support will vary by health file but will include:
    • Preparation and participation in online and in person trainings
    • Development of lessons learned and case studies
    • Participation in regular project monitoring meetings (monthly and quarterly)
    • Developing briefing notes and speaking notes
    • Supporting various health mapping projects and visualization
    • Completing the various IFRC health and care online trainings
    • Proposal development
    • Development of donor reports
Support Work on Digitalization, Mapping and Data

  • This support will vary by health file but may include:
    • Supporting development and/or updating of the existing campaign digital tools landscaping and features table and potential expansion to community-level data platforms.
    • Supporting the development of a digitalization toolkit, including adaptable tools that can be easily modified and used.
    • Reviewing how digital tools, apps and platforms have been successfully used to support efforts around social and behaviour change communication and compiling lessons learned.
    • Supporting development of tools and training curricula for strengthened supervision, monitoring and evaluation of activities.
    • Supporting information collection and analysis for supply chain effectiveness, including optimization options from different disease programs.
    • Supporting collection of information for health mapping projects and its visualization.
Malaria-specific Work

Support National Societies to improve work on malaria as part of Health Systems Strengthening

  • Support development of a malaria resource document and tools for National Societies to adapt to their operational contexts; the document can include a listing of possible options for where community-level actors could engage, as well as an analysis of what would be needed and potential risks and mitigation measures for National Societies wishing to scale up malaria programming.
  • Support development of curricula and materials for virtual technical learning sessions on malaria with Red Cross Red Crescent health personnel to skill up personnel on recent malaria information.
Support to the Health and Care Department

Contribute To An Effective, High Quality IFRC Team:

  • Support the Health and Care Department on the delivery of New Strategic Direction for Health and Care 2023, IFRC’s Strategy 2030 and Agenda for Renewal.
  • Be flexible in your work definition according to needs and targets and improve team efficiencies and effectiveness within available HR and financial resources.
Duties Applicable to All Staff

  • Work actively towards the achievement of the Federation Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Education

Required

  • Be currently-enrolled in a university or equivalent level, or have graduated recently (normally within 1 year from the date of hiring) in an area that is compatible with the IFRC activities.
Experience

Required

  • Experience with research and development of summary reports.
  • Experience with use of digital tools and platforms.
Preferred

  • Experience working in a multi-cultural environment.
Knowledge, Skills and Languages

Required

  • Fluent spoken and written English.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to deliver work products against deadlines.
Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).
  • Knowledge of the IFRC and Red Cross Red Crescent National Societies and their core mandate and function.
  • Basic knowledge about health topics the Red Cross and Red Crescent work on including: malaria, immunization, nutrition, climate, migration, first aid, MHPSS, community health worker initiatives to deliver integrated health interventions and other health topics.
