BACKGROUND

Reporting to the Head, Conservation Management Assurance Team (CMA Team), the Senior Programme Officer is responsible for the technical implementation of ongoing projects of the CMA Team, with specific focus on developing an approach to Assurance and Standards development for IUCN Standards (Green List of Protected and Conserved Areas and others)

The Senior Programme Officer will play a key role in the technical implementation of the CMA Team project portfolio, particularly on major ongoing projects. The position will also support the development and technical quality of new project development and proposal submissions. The role will involve direct project management and provide technical guidance and project execution duties.

The Senior Programme Officer will also support the development of action-based partnerships with relevant stakeholders, including with the World Commission on Protected Areas and other IUCN Commissions, and will be responsible for monitoring and measuring project impact, learning and knowledge exchange. In practice, the work involves liaison and participation with PCA Team and other project managers, with IUCN thematic programmes and regional offices, with IUCN member organisations, and with IUCN-WCPA, other IUCN Commissions and external partners, including other Standard Setting organizations, ISEAL and Certification Bodies.

JOB DESCRIPTION
SPECIFIC DUTIES AND RESPONSIBILITIES

  • Lead the technical implementation of several ongoing projects, but not limited to:
o Development of implementation plans for the IUCN Assurance Model in the context of the Green List
o Development of Policies and Procedures to support the application of the Assurance Model
o Coordinating the work on the iNBS Platform node for Assurance in the AFD framework funding
o Other CMA Team projects, where assigned.
  • The Senior Program Officer will support the technical deliverables of projects mentioned above to consolidate an interconnected regional system of protected areas (PAs) and other effective area-based conservation measures (OECMs), by introducing the IUCN Green List Standard as a benchmark for effectiveness applicable to the relevant countries while ensuring the solutions are aligned with the overall framework for Assurance in IUCN as developed by the CMA team.

  • Contribute directly to project technical implementation across the overall project portfolio.
  • Ensure that programme implementation is monitored and that the lessons learned from technical implementation are captured and disseminated through a knowledge network and as a basis for capacity development.
  • Responsible for the preparation of technical project proposals and grant opportunities, including developing familiarity with the IUCN Environmental and Social Management System (ESMS).
  • Help with proposal submission processes to ensure timely delivery of required information and documentation.
  • Support CMA Team programmatic priorities and IUCN general tasks, as required.

The above job description contains the primary duties and responsibilities for this position. However, IUCN staff members are expected to show flexibility in their approach to work and be willing to undertake other reasonably allocated tasks that are not part of their regular job description. Where any task becomes a regular part of an employee’s responsibilities, the job description will be changed in consultation with the employee, their line manager and the Human Resources Management Group.
REQUIREMENTS
  • A Bachelors or higher degree in Assurance and or Standards Management, biodiversity conservation, international relations, or related field.

  • At least eight years of professional experience, preferably in the field of assurance and standards development, protected areas, nature conservation, policy and international relations and/or project management. Experience working as an independent advisor may also be helpful.

  • Experience at a global and regional level in the coordination and implementation of Standards development and Assurance related activities.

  • Experience in team management;

  • Demonstrated project management, communication skills, and ingenuity.

  • Proven ability to operate within a results-based management framework.

  • Full fluency in English and French is essential, and a command of or ability to expand communications to all UN languages will be an advantage.

  • Effective technical officer with demonstrated ability to work in multi-institutional and multi-cultural environments.

  • Ability to work under all circumstances, including producing and delivering high-quality products under tight deadlines.

  • Good knowledge of IUCN and its Standards (particularly the IUCN Green List), work, commissions, partners and networks is essential.

  • Willingness to travel as required (estimated up to 20%)

  • SALARY

    The gross annual salary for this position is between CHF 100’355 and CHF 125’444, subject to deductions for social security contributions and second-pillar pension, and before tax. While this is an indicative amount effective as of the current date, changes may occur as per IUCN’s compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
