1.Organizational Context


a. Organizational Setting

The post is located in the Distance Learning Program of the WIPO Academy. The WIPO Academy plays a central role in WIPO’s activities to enhance the capacity of countries to use the intellectual property (IP) system and adopts an interdisciplinary approach to IP education focusing on its links with trade, innovation, health, applied sciences, information technology and creative industries. The portfolio of courses on IP caters to different target audiences: inventors and creators, business managers and IP professionals, policy makers and government officials of IP institutions, diplomats, students and teachers of IP and the civil society.

b. Purpose Statement

The WIPO Distance Learning (DL) Program provides easy access to updated and relevant IP knowledge in all fields of IP. To achieve this, it runs each year an average of 330 general and advanced training courses for the benefit of more than 100,000 persons worldwide. The courses cover the basics of IP rights (history, definitions and scope of protection), their economic rationale, international sources of IP law, and the international protection of IP and landmark judicial cases. This includes in the area of IP, the global IP services offered by WIPO to industry current developments and best practices in strategic management of IP rights, and address SME’s, youth, and women through specific programs. The courses are offered in several languages including Arabic, Chinese, English, French, Russian, Spanish, and Portuguese, and customized to more national and local languages.

c. Reporting Lines

This position reports to the Head of the Distance Learning Program, and is under the overall supervision of the Executive Director of the WIPO Academy, Regional and National Development Sector.

d. Work Relations

The post is located in the Distance Learning Program, WIPO Academy (RNDS). The Training Development Officer will oversee the research, development, integration and customization of thematic projects designed to support the learning needs of wide-ranging target audience in particular the private sector, women, and youth in developing countries, least-developed countries and countries in transition. The program supports WIPO’s mission to ensure a world where IP is a catalyst for innovation, and creativity for the benefit of everyone.

2.Duties and Responsibilities


The incumbent will perform the following principal duties:

a. Conceptualize, develop and implement WIPO Academy’s strategic integration of IP knowledge in crosscutting themes targeting specific sectors and audiences using eLearning.

b. Assist in the implementation, planning, delivery, administration, customization and evaluation of the distance learning courses; follow up the work of consultants as defined by the WIPO DL Program.

c. Design, develop and bring to scale collaborative and customizable distance learning projects in developing countries through research-informed pilot activities; methodically facilitate and drive the integration of IP knowledge and skills in various economic sectors to enhance IP knowledge among targeted groups.

d. Assist in the coordination of agreements and memorandums of understanding with international organizations and the private sector to enhance IP knowledge specifically among varied target audiences.

e. Develop a comprehensive IP training and education outreach and networking strategy in partnership with relevant stakeholders and partners in international organizations, national IP Offices and academic institutions.

f. Assist in the implementation of monitoring and evaluation strategies and report data driven impact analysis with a focus on specific target audiences (e.g. business community and SME’s, policy makers, women, youth, diplomats, judges, IP practitioners).

g. Support backstopping Member States in developing countries, least-developed countries and countries in transition to obtain standard setting approaches for the integration of IP knowledge in formal, non-formal and informal national and local education strategies using the distance learning courses.

h. Maintain awareness of current IP training methodologies and activities; promote and advocate education policy considerations in specific subject areas, country/region particularly related to youth and women.

i. Prepare analytical reports, studies, background papers on IP education and eLearning, project proposals, and planning documents; develop and maintain reference/resource information on specific topics or education policy-related issues.

j. Implement meetings, seminars, conferences, workshops and special events with international partners; provide executive support to senior members of the Program; deliver technical assistance or other missions.

3.Requirements


Education (Essential)
First-level university degree in management, operations, development, law, international relations, education or related field.

Experience (Essential)
At least six years of professional experience in the development and management of eLearning projects, preferably hybrid, blended, mobile, or using other disruptive methods.

Experience (Desirable)
Experience in using eLearning platform and customizing eLearning content with IP subject matter and pedagogical experts.

Experience in the areas of capacity building working with various target audiences including SME’s, women and youth.

Language (Essential)
Excellent knowledge of English.

Language (Desirable)
Working knowledge of French.

5.Information


Mobility:WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.


Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only.The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the June 2023 rate of 82.2%
