Job Description

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 888 million children and the prevention of more than 15 million future deaths.

The COVAX Facility (“COVAX”) provides a global solution to the equitable distribution of vaccines to the 190 participating countries and economies. The COVAX Advance Market Commitment (AMC) is an innovative financing instrument that supports the participation of the 92 low and lower-middle income economies in COVAX. Self-financing participants (SFPs) have entered COVAX either as Optional (having the possibility to opt-out of a particular vaccine) or Committed Purchasers. Guided by the WHO fair allocation framework, COVAX will equitably distribute doses to help protect the most at-risk groups. Gavi is working with Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical support available, for COVID-19 vaccines to be safely delivered to all those who need them.

THE ROLE

As part of the vaccine programmes team, mainly support the rapid and successful delivery of COVID-19 vaccines and integration into the core Gavi programmes as appropriate to the country context. The role will also support other core Gavi vaccine programmes according to current needs.

Key Functions And Deliverables

This role is responsible for supporting the rapid and successful delivery of COVID-19 and other vaccines programmes through the COVAX facility and their integration into the core Gavi programmes as appropriate to the country context. This includes help in the development of guidelines, processes and tools for successful scale up and integration. The role will support Senior Manager, Vaccine Programmes in coordinating the key technical partners and to be country focal points for matters specific to COVID-19 vaccines delivery. The role will be also interacting with and supporting other programme managers according to current needs.

Main Duties/Responsibilities
  • Coordinate the day-to-day operations related to COVID-19 vaccine delivery and other vaccine programmes as required (i.e., obtain and organise information for use in meetings, conferences, and reports);
  • Support in the development of procedures, tools and relevant guidance for delivery of COVID-19 vaccines;
  • Contribute to the effective design of the process of integration of COVID-19 into Gavi core programmes;
  • Support the collation of country-level implementation experiences and lessons learned on COVID-19 delivery strategies, including the impact of COVID-19 vaccination on routine immunisation and primary health care delivery;
  • Contribute to updating programme procedures, tools, guidance and other programmatic documents as needed based on implementation experiences and feedback from the countries;
  • Coordinate across other Vaccine Programmes to map integration opportunities for supplemental immunisation activities;
  • Collaborate with relevant regional and country partners and manage relationships; foster an enabling environment at all levels (global, regional, country); help represent Gavi at regional/other fora as applicable;
  • Be the advocate of Gavi’s agenda externally and build positive image of the organisation;
  • Identify and raise areas for concern and potential issues, related to COVID-19 and other vaccines delivery and integration into Gavi core programmes and propose solutions and improvements;
  • Cooperate with the other Gavi secretariat teams to shape the integrated programme for COVID-19 and other vaccines delivery.

Work Experience
  • Minimum of 5 years in programme, project or product management experience at global level in healthcare sector (public or private) – vaccine specific experience is desirable;
  • Public health or development-related experience ideally in both global/regional and developing countries settings;
  • Familiarity with planning, implementation and monitoring of supplemental vaccination delivery strategies;
  • Familiarity with multilateral agencies and key public health donors;
  • Understanding of Expanded Programme on Immunisation (EPI) and planning, implementation and monitoring of supplemental vaccination delivery strategies is and asset.

Skills/Competencies
  • Excellent project management skills;
  • Extensive familiarity with global health and development;
  • Solid knowledge of global health and development in general and vaccines and infectious disease in specific;
  • Outstanding analytical and writing skills;
  • Solid leadership and management skills;
  • Excellent representational and communications skills;
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.

Languages
  • Fluency in written and spoken English;
  • Good working knowledge of French is highly desirable;
  • Other languages of Gavi eligible countries are desirable.

Academic Qualifications
  • University degree in Public Health, Development, Business Administration or related field;
  • Certification in project management is desirable.
