Analyst, Investigations, OIG Investigations Unit, GL B - Temporary until April 2023 Working directly with the Investigations team and the PSU, the Analyst, OIG Investigations Unit will provide analytical expertise at all stages of a case in order to support timely delivery of impactful investigation product.

Key Responsibilities

The Investigations Analyst will:

  • Develop reactive investigations from initial allegations intake and screening
  • Provide high quality operational analysis to complex investigations, including but not limited to:
    • Network and commodity flow analysis
    • Financial analysis
    • Intelligence analysis
    • Analysis of interviews and statements
    • Results and root cause analysis
  • Search and retrieve material from available data sources
  • Establish links and associations between material (i.e. intelligence, statements, grant information, interviews and financial records)
  • Identify inconsistencies and gaps within the data available
  • Develop inferences and hypotheses based upon the data available
  • Make recommendations based upon analysis to support the progression and direction of an investigation
  • Use analytical software and tools proficiently and appropriately
  • Ensure that all analytical material is accurately documented, including own thought processes and decisions that underpin analysis
  • Undertake frequent mission travel to support investigations in real-time
  • Support the acquisition of evidence from intelligence
  • Support the development of investigation findings of wrongdoing and control measures
  • Comply with the principles of the Conference of International Investigators
  • Develop proactive investigations, together with the OIG Senior Analyst (Professional Support Unit)
  • Identify and report on existing and emerging fraud, corruption and other risks to the Global Fund in support of the OIG PSU
  • Support the PSU in identifying strategic trends in investigations and in developing plans for the deterrence and prevention of fraud, corruption or other wrongdoing within the OIG’s mandate.

Qualifications

Essential:

  • University degree in a social sciences or research field with three years of relevant professional qualifications and experience

Desirable:

  • Advanced degree in a relevant field of study

Experience

Essential:

  • A minimum of three years’ experience working as an Analyst in a law enforcement or other professional investigations environment, working on complex criminal and/or administrative investigations in the area of fraud and abuse, or related experience
  • Experience and deep understanding of working with analytical software and other tools, including i2 products and Geographical Information Systems
  • Experience and working knowledge of standard intelligence models and the intelligence cycle
  • Experience in the creation of intelligence and analytical products
  • Experience of working in sensitive environments and with confidential information and processes
  • Experience in working in a multi-cultural environment in a related field
  • Experience in handling confidential witnesses and whistle-blowers

Desirable:

  • Experience working on investigations related to development aid.
  • Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector.

Competencies

Languages:

An excellent knowledge of spoken and written English and preferably a good working knowledge of French. Knowledge of other languages an asset.

Technical Competencies:

  • Knowledge and understanding of theories, concepts and approaches relevant to complex financial fraud and criminal analysis;
  • Good research, analytical and problem-solving skills
  • Ability to draft and edit in English, various types of written reports and to articulate ideas in a clear, concise style;
  • Ability to prepare high-quality investigative support material including link diagrams, time lines, maps and other visual aids;
  • Ability to use graphics, images and technical tools in report drafting
  • Experience of working in sensitive environment involving confidential information and processes;
  • A high level of skill in the use of all MSOffice applications and experience in the use of databases for evidence management and investigation case management;
  • Familiarity with the use of various research methodologies and sources, including electronic sources on the internet, intranet and other databases;
  • Ability to plan work and manage conflicting priorities;
  • Good interpersonal skills and the ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity including gender balance; and

Special Travel Requirements:

The position may require frequent travel and stays of sometimes up to one month conducting investigations covering program and project sites in developing countries.
