Associate Specialist, Employee Relations & Policies - GL C Reporting to the Lead, Employee Relations & Policies, the Employee Relations & Policies Associate Specialist manages the execution and delivery of employee relations and policies related activities.
The Employee Relations & Policies Associate Specialist, will be responsible for:
  • Delivering advice and guidance to HR teams and key stakeholders within the Global Fund on matters related to employee relations
  • Addressing basic employee relations issues, overseeing the provision of mediation and investigations services as required
  • Executing the harmonization, alignment, creation and updates of the Employee Handbook and all the other HR procedures instruments (policy framework, HR practice notes, ServiceNow information including Frequently Asked Questions, all HR website content in conjunction with subject matter experts)
  • Developing and writing of HR policies and procedures along with subject matter experts within HR, ensuring content alignment to avoid risk or exposure to the organization

Key Responsibilities

Under the direction of the Lead, Employee Relations & Policies, the incumbent will complete the duties and activities in the following areas:

Employee Relations:

  • Use highly developed interpersonal skills to manage the resolution of conflicts, working through and with others to affect mutually acceptable solutions;

  • Support stakeholders with consistent and fair interpretations of employee relations & policies issues;

  • Responsible for mediation, investigation and management of employee relations issues;

  • Coordination of roster of mediators and investigators;

  • Design and deliver training on employee relations matters, as necessary, in order to raise manager and staff awareness;

  • Maintain records on advice and guidance given for the purposes of ensuring consistency in HR employee relations matters;

  • Primary point of contact on the provision of support to the HR Business Partners through providing advice and case management support on less complex employee relations matters,

  • Accurately record and analyse a caseload of employee relations issues, based on an agreed case management framework;

  • Accurately record and update disciplinary and employee grievances data for the purpose of specific and timely HR reporting requirements;

  • Accurately maintain records of advice and guidance from opinions and notes relating to disciplinary, grievance and fact-finding cases, and follow up on the course of action suggested to ensure that cases are appropriately managed, mitigating the risks to the organization;

  • Carry out background research to support the formulation of the Global Fund position in all cases of conflict and dispute resolution, with a view to ensuring consistency and compliance with the institutional and administrative policies and procedures of the Global Fund as well as fairness and effective resolution of such cases. They will work with relevant focal points in the Legal and Governance Department, the Risk Management Department and other relevant units to ensure alignment and effective service to Management and Staff;

  • Serve as the focal point for the intake and monitoring by the Human Resources Department for grievances and complaints lodged by employees;

  • Conduct or review of fact-finding and/or mediation work to support decision-making by HR

  • Focal point for Loans and Secondments into and out of the Global Fund;

HR Policies and Procedures:

  • Support the Lead, Employee Relations & Policies for an efficient and sustainable framework to manage the continuous improvement of the HR policies and procedures, that includes the review of the ongoing execution of the HR policies and procedures and the analysis of any gaps and discrepancies, as well as the preparation of propositions report on continuous improvements and updates opportunities

  • Support stakeholders with a consistent and fair interpretation of all HR policies and procedures;

  • Ensure that the most current and relevant HR policies and procedures are available to HR staff;

  • Act as a focal point to HR staff, managers and staff regarding HR policy and procedure queries and ensure that HR policies are easily accessible and understandable including on-line applications.

  • Design and deliver training and clinics on HR policies and practices, as necessary, in order to raise manager and staff awareness of existing policies and practices;

The Associate Specialist, Employee Relations & Policies shall undertake any other duties or tasks as assigned by the Lead, Employee Relations & Policies.

As a member of the HR Department, the Associate Specialist, HR Employee Relations & Policies will:

Qualifications

Essential:

  • Master’s degree in Human Resources Management, Law, or equivalent discipline a mix of relevant experience

  • Specialization or certification in Employment Law

Desirable:

  • Membership of a recognised Human Resources body or institute

  • Mediation and/or investigation certification or accreditation

Experience

Essential:

  • Employee Relations, policy or HR Legal background;

  • Strong track record in developing, drafting, implementing and explaining employment policies and practices;

  • Strong understanding of all major facets of Human Resources practice; particularly how HR policies create/impact conditions for business success;

  • Sound knowledge of (or ability to acquire) of the Global Fund’s overall mission, business objectives and operations;

  • Proven experience of working in a client-centric, business partnering environment;

  • Demonstrated strong values and professional integrity;

  • Ability to be professionally assertive and influence without formal authority;

  • Ability to train, coach and mentor clients and colleagues in the areas of responsibility.

  • Strong knowledge of ILOAT standards;

  • Demonstrated ability to integrate quickly and well into different organizational cultures;

  • Proven excellent written and oral communication skills with both internal and external audiences; particularly strong demonstrated ability to write clearly and concisely;

  • Strong interpersonal and team orientation skills and the ability to work with people from a wide variety of backgrounds with sensitivity and respect for diversity, and the ability to build trust and provide advice to different stakeholders.

Desirable:

  • At least 5 years of relevant experience, or equivalent combination of education and experience.

  • Experience in HR policy and procedures in both the private and not-for-profit and private sectors, including international organizations;

  • Exposure to HR policy development in multicultural environments, especially developing countries;

  • Familiarity with comparative law and practice in the area of human resources, especially ILOAT jurisprudence.

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
