Purpose of Activity/Assignment

The Consultant aims to support the Office of Emergency Programmes (EMOPS) and its Global Cluster Coordination Section (GCCS) intercluster capacity development project and to improve the skills of current and prospective cluster staff and their managers. The consultant will bring technical knowledge needed to develop and maintain eLearning and cluster channels on the Learning Management System (Agora) and support a collaborative and harmonized approach in developing such learning to serve all clusters.

Scope of work
  • Provide GCCS intercluster and all UNICEF-led clusters with high-quality, accessible, online self-paced training modules using Rise Articulate 360.
  • Ensure Quality Assurance, Testing, Piloting and Roll Out of the cluster coordination modules to be developed.
  • Provide continued development and tailoring of the Moodle/Totara Learning Management System (Agora) as per the GCCS plan for channel development of its 5 learning channels, including advising on UX/UI, in-house support from GSSC, link with other initiatives such as the Humanitarian Platform through technical alignment, etc.
  • Lead harmonization of existing GCCS and cluster e-Learning modules and offline content to serve multiple learning profiles (currently single profile focus) to avoid duplication of effort and resources.
  • Organize and quality assure translation of cluster and GCCS e-learning for delivery in English, French and Spanish.
  • Work with GSSC to produce a durable solution to tailored reporting on GCCS and cluster course utilization.
  • Contribute to the reflection on Monitoring & Evaluation options and design for GCCS and cluster e-learning and learning more broadly.
  • Provide project M&E to support donor reporting by GCCS.
  • Serve as liaison between GCCS and GSSC Agora team and the GLC in Budapest.
  • Support the GCCS Learning taskforce in line with annual plan.
Deliverables

Work Assignments Overview Deliverables/Outputs Timeline Lead on optimization of UX of clusters’ online platforms and channels and help them develop relevant tools, such as learning needs assessments, in collaboration with Agora teams and external vendors when needed.

Lead translation of channels, dashboards and modules for all clusters to deliver their content in English, French and Spanish.

All cluster Agora channel dashboards are functional in 3 languages where requested, with optimized user experience (including accessibility)

Support the creation of two senior leaders eLearning videos, leading on identification of images and music, liaising with vendors, putting in place content development and quality assurance processes and ensuring timely delivery. 2 short videos are created, published and disseminated.

At least 14 existing modules are reviewed, adapted and nested on the AGORA Humanitarian coordination learning channel in 3 languages

  • 7 Intercluster modules are created on RISE, reviewed, and exported as SCORM. the course pages are created on AGORA and the courses hosted on relevant channel and shared with related clusters.
  • 8 WASH course pages are created on AGORA and hosted on the WASH Dashboard
  • 8 new CP modules are created on Rise Articulate, the SCORM packages are created, exported to the pages on AGORA LMS and featured on the CP dashboard.

Consultant’s Workplace and Official Travel

This is a home-based consultancy contract with 4 estimated visits to the Geneva office.

Travel, as and when they take place will be reimbursed based on actuals.

Estimated Cost of the Consultancy & Payment Schedule

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Please propose an all-inclusive professional fee for 72 working days to undertake this assignment.

To qualify as an advocate for every child you will have…
  • A First University Degree (Bachelor’s or higher) in Marketing, Communications, Project Management, Education, Psychology or other relevant field.
Knowledge/Expertise/Skills Required
  • At least 5 years relevant work experience, of which at least 2 years in a similar role Previous experience with Totara/Moodle required. Experience with UNICEF’s LMS (Agora) is considered an asset
  • Hands on experience with Articulate Rise
  • Knowledge of UX/UI and tech savvy Previous experience with L&D for UNICEF is considered an asset.
  • Good knowledge of cluster work highly desirable
  • Good communication skills: both oral and written form with excellent writing skills in English and French is essential
  • Good working knowledge of Spanish is a plus
