This is a call for a home-based consultancy from August till November (30 working days) for the Regional Office for Europe and Central Asia (ECARO)
How can you make a difference?
With ten years left before the ambitious 2030 Agenda comes to an end, it is important to go beyond discussing indicator meta-data and data availability and integrate SDG targets and indicators into the national planning processes and documents and set corresponding targets for children, desirably at disaggregated levels. This will reflect a commitment to results-based policymaking and hopefully increase attention and investments in quality, reliable and disaggregated data, and evidence.
Many UNICEF Country Offices (CO), usually in coordination with other UN agencies, have been supporting the National Statistical Offices in assessment of SDG data gaps and generation of data as well as working with planning and line ministries in integration of measurable targets for children in national development documents and sectoral plans. It is important to do mapping of what has been done and understand better the need for support for integration and target setting for SDGs and beyond that can bring more visibility and accountability for the positive changes in the situation of children. In this context, ECARO will recruit a consultant to do a mapping of the progress and support needs both with SDG data availability and baseline setting as well as integration and target setting in national planning documents.

The consultant will work closely with the Regional Office (RO) and COs to review and analyze

Desk review and agreement on the scope and focus
Discussions with COs to understand the status and needs, in line with a pre-developed checklist
Development of draft and final reports
Suggested design and approach of the mapping, including background and desk review
Interviews and collection of information and documents from COs
Report on child-related SDG indicator adoption, baseline and target setting and integration into national planning documents, including support provided by UNICEF and need for support

To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in social sciences, international development or related fields relevant for the assignment.
- A minimum of 5 years of relevant professional experience
- Proven track record in evidence- and results-based policymaking and monitoring.
- Excellent understanding of the 2030 agenda, child-related SDG indicators, data ecosystems and UNICEF/UN support work.
- Strong analytical skills to compile and consolidate a variety of inputs and produce technical, concise and easy-to-understand documents.
- Previous experience with UNICEF is an advantage.
- Relevant experience in development of analytical reports
- Strong interpersonal skills.
- Fluency in English; Knowledge of one or more languages used in the region will be an advantage.
- Excellent writing skills

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
