Manager, Analytics & Transformation - GL E The Manager, Analytics and Transformation, provides strategic and operational advice on matters related to quantitative and qualitative analytics, knowledge management and systems and tools to support OIG’s mandate. They will be responsible for introducing and enhancing OIG’s digital capabilities.

They support the Head of PSU in providing insights and analysis in developing OIG-wide annual workplan and subsequent revisions.

They fosters OIG-wide collaboration and engagement with the Global Fund Secretariat and other stakeholders.

This position requires thought leadership, systematic thinking and approach, stakeholder management, technical expertise, and a track record of successful delivery.

Key Responsibilities

TheManager, Analytics and Transformationwill:

  • Manage the development and implementation of the data and digital strategies and innovations to support delivery of OIG’s mandate including related analytical work;

  • Manage the mainstreaming and use of quantitative and qualitative data and analytics across the OIG;

  • Manage the analysis of internal and external information to identify risks, trends, and themes to support internal OIG decisions and reporting to the Management Executive Committee, Audit and Finance Committee and the Board;

  • Oversees the annual risk assessment to inform OIG’s annual workplan and subsequent routine revisions;

  • Oversees the identification and sharing of information and knowledge across OIG using collaborative tools and techniques;

  • Oversees the data and analytical capacity building initiatives across the OIG;

  • Oversees the preparation of monthly management information reports to the OIG Leadership;

  • Liaises with the Data and Digital forums & Committees at the Secretariat to ensure OIG’s needs and interests are considered in corporate wide IT and data related activities;

  • Liaises with IT department to ensure continuous availability of OIG systems and tools;

  • As assigned by the Head PSU, provide input in Secretariat initiatives affecting or enabling the OIG’s business needs and capacity to deliver on its mandate;

  • As required, develop policies, procedures, tools and solutions, in consultation with the relevant stakeholders, to address OIG needs in terms of administrative, professional and technical development spanning on all OIG activities;

  • Perform people management responsibilities; and

  • Conduct other tasks as assigned by the Head PSU or the Inspector General

Subject to change by the Inspector General at any time at their sole discretion.

Qualifications

Essential:

  • A university degree in IT business management, business economics, finance, engineering or a related field

  • Training or professional certifications in any of the following fields: management consulting, intelligence analysis, audit, investigation or information management.

  • Certification or demonstrated professional expertise in the use of Excel and Tableau or other data visualization and analysis tool.

Desirable:

  • Accreditation in a recognized project management methodology such as PMI or Prince2.

  • Knowledge of Informatica / Dell Boomi / Salesforce / Oracle Fusion/ EPM / Coupa

Experience

Essential:

  • Demonstrated progressive experience in mainstreaming analytical and digital initiatives in organizations

  • Demonstrated progressive experience in either management consulting or audit or investigation practices and activities.

  • Proven experience in risk modelling in private and public sector.

  • Experience with aid transparency, counter-fraud and accountability issues;

  • handling multiple tasks and balance priorities

  • Demonstrated written and oral communication skills and influencing skills at all multiple levels within the organization

  • Experience taking the initiative and working independently

  • Demonstrated computer skills including Word and Excel in a Microsoft Windows environment, inter/intra net, and experience in ERP, such as ORACLE/PSoft, SAP

  • Experience identifying and resolving problems in a proactive and timely manner

  • Experience gathering and analyzing information skillfully, with strong attention to detail

  • Proven experience in leveraging organizational skills and client service skills

  • Demonstrated expertise on interpersonal and team work skills

  • Proven experience managing highly confidential matters

Desirable:

  • 10 years of demonstrated progressive experience in analytics and mainstreaming digital initiatives in management consulting, or audit or investigations functions.

  • Proven success working in a demanding environment requiring decision-making abilities with limited information or capacity available and under tight deadlines.

  • 4 years of people management experience
