These areas are central to the Global Fund’s activities, given the scale of financial assets and flows and funds under management, and the nature of the Global Fund as a financial institution.
Reporting to and under the direct oversight of the Treasurer, the Senior Specialist is responsible for the effective and efficient management of liquidity, foreign exchange, investments, . They manage the Global Fund’s liquidity, foreign exchange, investment, counterparty, and other financial and operational risks at the corporate level. They contribute to reporting, analytics, including system development, for the purpose of Treasury operations, governance oversight and ongoing optimization.
They act as a focal point and collaborate with the World Bank for trustee services, and with commercial banks and financial institutions on banking services. They provide critical input and support to the Treasurer in discharge of their responsibility as a strategic advisor to the CFO through the Investment and FX Committee on short and long terms diversified financial resource optimization strategy (e.g. investments, FX management and hedging, etc.) to ensure timely and reliable availability of cash resources for the Global Fund’s Grants, Operational expenses, and Strategic Initiatives.
The Senior Specialist has a fair level of responsibility to act in an evolving environment, including constantly changing financial markets. They are responsible for supporting the Treasurer in establishing and maintaining effective collaboration and a proactive engagement approach with both internal and external stakeholders for effective management of cash and portfolio investments, and related risks. They provide an early warning for emerging financial risks and red flags impacting the liquidity of the Global Fund. They must have a solid understanding of cash flow and liquidity management, hedging, FX management, data systems, investment oversight, efficient financial services and the Global Fund business model.
As functional expert, they are able to prepare advice on strategic, policy and operational matters drawing from their own expertise and external knowledge and advice in a cross-disciplinary manner. As a Treasury generalist, they must be willing and able to act across the range of Treasury activities as required by strategic and operational priorities.
- Implement the operational mechanisms for effective management of available funds, in line with corporate strategy and policies;
- Proactively identify and escalate all treasury-related issues, in order to enable the Treasurer with insights into possibilities for minimizing the financial risks of the organization;
- Support the Treasurer in the strategic management of the Global Fund financial resources and related financial risks;
- Lead the operational management of the Global Fund’s investments and FX hedging;
- Monitor and manage liquidity, foreign exchange, ,investment, counterparty credit and other financial risks;
- Prepare FX hedging strategies and transactions and oversee their execution ;
- Keep abreast of market and technical developments;
- Advise other Finance and Administration Division teams and other divisions on any operational Treasury-related question, such as foreign exchange rates, bank accounts, etc.;
- Act as a focal point and effective collaboration with the World Bank for trustee services; and review and support the analysis of investment management activities with the World Bank;
- Lead the collaboration with commercial banks on banking services ensuring optimal and efficient management of cash resources and other investments of the Global Fund;
- Maintain a comprehensive database on banks, services providers and fees paid by the Global Fund and benchmark against the financial sector and other international organization;
- Perform treasury and bank efficiency analysis to ensure value-for-money and efficiency in the fees and changes paid by the Global Fund for Banking services;
- Take a lead in the enhancement and development of treasury systems.
- In close collaboration with the Business controlling and accounting teams,ensure that contribution agreements and pledge conversion takes into consideration liquidity risk perspective (i.e. payment schedule and terms affecting the hedging / currency);
- In collaboration with the Business Controlling and Administration Department, ensure the full and timely conversion of Donor pledges into cash contributions; and
- Support the Global Fund Provident Fund (GFPF) Investment Committee and oversee the following services provided by third parties for GFPF investment management: custodian bank, investment reporting, investment consulting, asset management.
- Lead the operational management of the Global Fund’s Foreign Exchange Management Policy and support in the implementation of Multicurrency disbursements (Foreign Exchange in Grants initiative); and
- Advice Grant Financial Management Teams, Country Teams and Principal Recipients on FX management, and on counterparty risk.
- In collaboration with Financial Insights and Analytics (FIA) team, develop the treasury reporting framework, data-quality and availability of related data in the standard Finance and Administration reporting portal
- Working in partnership with the FIA Team, external providers and IT, lead the development of new functionalities or continuous improvements in all Treasury analytical systems (Bloomberg, Kyriba, Tableau).
- Lead the reporting and quarterly Treasury update to the MEC / AFC and any specific needs in close collaboration with other treasury team members;
- Own data for Treasury flows (e.g. FX rates, currencies) and coordinate internally with different stakeholders and projects; and
- Coordinate with the Process Optimization team in FIA to ensure structured data governance, streamline, and simplify processes and systems, and increase data quality.
- Manage internal and external stakeholders and builds partnerships to ensure effective collaboration and decisions making;
- Maintain and strengthen collaboration with the World Bank (the Global Fund Trustee), other relevant commercial banks, and
- Represent the Global Fund at meetings, conferences and events on the Global Fund treasury aspects.
- Advanced university degree in finance or in a quantitative topic , or equivalent combination of academic/professional qualifications and experience
- Master’s degree or equivalent in finance, Finance qualification (such as Chartered Financial Analyst, Financial Risk Manager or relevant Treasury management certification)
- Experience with dealing in multiple currency transactions,
- Experience in preparing financial forecasts and in managing cash flows
- Demonstrated progressive experience in treasury and finance obtained with an international organization, multilateral aid agency, or a multinational business; and
- Ability to develop and instigate new requirements and improvements in management strategies including policy changes, reporting and analysis of complex financial transactions for an international aid agency or multinational private sector company.
- Experience in the management and implementation of a Treasury Management System and high affinity for IT
- Experience in multi-stakeholder context (multilateral institutions, public sector, large corporations);
- Ten years or more of demonstrated professional experience in treasury and with complex funds flow arrangements and high-risk environments;
- Experience in the management, analysis and/or oversight of investments, hedging, FX, etc.; and
- Experience of working within an international or regional sphere of activity, particularly in the big multinational private sector companies or international organizations with activities in the developing world.
- Business: Understanding of the organizational and business mechanisms; operating knowledge of pragmatic and practical solutions that help translating ideas into specific plans, goals and KPIs within the Global Fund. Level 2
- Finance: Knowledge / awareness of financial and accounting aspects related to the Global Fund’s services. Level 2
- Operational policy: Knowledge of Global Fund operational policies related to grant cycle. Level 2
- Risk: Knowledge of the risk management process: identification, aggregation, mitigation, monitoring and reporting of the risks associated with a grant making organization that operates in high risk & challenging operating environments. Level 2
- Analytical: Understanding of analytical techniques related to assessment of quantitative and qualitative information. Level 2
- Audit & Investigation: Knowledge of and attentiveness to any signs of ineffectiveness, fraud, corruption or abuse of human rights in the Global Fund’s operation. Level 2
- Due Diligence: Ensuring an appropriate spend of money by means of making informed decisions and initiating actions only after investigating all facts, conditions, rules, laws, regulations, financial considerations, or any other such matters. Level 2
- Multicultural understanding: Sensitivity to multicultural differences and general awareness of how they impact cooperation, ability to use it in cooperation with partners representing other cultures. Level 2
- Expertise of international financial markets
- Expertise in treasury management and related tools and systems;
- Strong skills in financial analysis and management reporting;
- Solutions-oriented;
- Proficiency in Microsoft Office Word, Advanced Excel and PowerPoint, ERP Systems; and
- Ability to multitask, manage and to delegate, as appropriate.
