Specialist, Sexual Exploitation, Abuse and Harassment Case Management - GL D - 2 years defined duration This role acts to oversee complex implementer- or third party-led SEAH investigations related to our grants, in-country Global Fund activities, or our in-country partners, within the remit of the Ethics Office.

This role also supports the Manager, Protection from Sexual Exploitation, Abuse and Harassment Coordination Unit with the Global Fund’s implementation and development of its Framework for PSEAH and Safeguarding, coordinating the range of actors across the Global Fund to carry out their accountabilities on this topic.

Key Responsibilities

Under the general supervision of the Manager, PSEAH Coordination Unit, the Specialist, SEAH Case Management, will:

  • Work with the Manager, PCU, to build and establish Ethics Office SEAH investigation oversight processes and capacity, including review of investigation plans, terms of reference, witness lists, interview approach and methodology, evidence collection, analysis, and reporting;

  • Work with the Specialist, Victim Advocacy and In-Country Support Coordination, to ensure a victim/survivor-centered, trauma-informed investigative response to each and every allegation of SEAH related to our grants, in-country Global Fund activities, or our in-country partners; and

  • Provide investigative guidance, direction, and support, where needed, to implementers or third parties conducting complex SEAH investigations related to our grants, Global Fund activities, or our in-country partners and overseen by the Ethics Office.

Deliverables will include:

  • Revision and update of existing Standard Operating Procedures, as needed

  • Oversight of SEAH investigations within the remit of the Ethics Office from end-to-end in accordance with recognized best practice, including:

    • Analysis of allegations of SEAH

    • Collaboration with Specialist, PSEAH, Victim Advocacy and In-Country Support Coordination to review the risk assessment and any mitigation or protection measures

    • Review of the Terms of Reference for the investigation to ensure that the investigation is comprehensive and victim/survivor-centered, and that the proposed investigative steps are appropriate to address the allegations and related implications

    • Discussion and agreement to timelines for the investigation

    • Progress monitoring of the investigation as appropriate

    • Review of the investigation report, including assessing any proposed risk mitigation measures based on investigation findings

  • Internal reporting and case management

Subject to change by the Executive Director at any time at their sole discretion.

Qualifications

Essential:

  • Advanced university degree in relevant area (for example: law, public health, behavioral health, social science, gender studies, public policy), or university degree with equivalent professional training

Desirable:

  • Professional accreditation or affiliation in investigations or related field

Experience

Essential:

  • Minimum 5 years professional experience conducting, managing or overseeing criminal or administrative investigations in SEAH or a related field, applying internationally recognized investigative techniques

  • Demonstrated facility with a victim/survivor-centered, trauma-informed approach to SEAH investigations

  • Demonstrated experience operating in multicultural/global environments in international development or humanitarian context or related complex environment

  • Established ability to work in high-stakes, sensitive environment

  • Demonstrated skill to communicate clearly, concisely, and effectively in both written and oral communications

  • Experience working in sensitive, complex, and challenging environments

  • Demonstrated experience engaging with multiple and diverse stakeholders

  • Demonstrated professionalism and ability to communicate clearly and sensitively about intimate, traumatic, and sexual topics, across a wide spectrum of stakeholders

Desirable:

  • 7 or more years of professional experience conducting, managing or overseeing criminal or administrative SEAH investigations or a related field

  • Previous relevant experience in international development, humanitarian contexts, or related context
